A leading public sector organisation in Northern Ireland is seeking a dedicated Project Manager (Construction Procurement) to join their Construction Procurement & Dispute Resolution team. This is a pivotal role offering the opportunity to influence how public assets are developed and maintained through effective procurement of construction works, services, and consultancy.

Key Responsibilities:
Lead and support the procurement of construction-related contracts in alignment with public sector regulations and internal policies.
Collaborate closely with stakeholders to draft and manage tender documentation, ensuring efficient delivery and compliance.
Deliver cost-effective, technically feasible solutions through data analysis, procurement planning, and contract evaluation.
Apply NEC3 and NEC4 contract knowledge to procurement and project delivery processes.
Prepare cost models, pre-tender estimates, and post-project evaluations.
Support and promote sustainability, energy efficiency, and health & safety across all projects.
Manage projects using PRINCE2 methodologies and contribute to continuous improvement initiatives.
Essential Criteria:
A degree or higher qualification in Quantity Surveying or a related Building/Construction discipline with 2+ years relevant experience, or an equivalent diploma with 3+ years relevant experience.
Demonstrable experience in all of the following:
Drafting and managing tender and contract documentation.
Analyzing cost data for construction and maintenance procurement.
Providing technical and financial guidance to stakeholders.
Proficiency in NEC3 and/or NEC4 contract application.
Strong planning, communication, and organisational skills.
A valid driving license or access to transport for site visits.
Desirable Attributes:
Experience interpreting AutoCAD drawings.
Familiarity with public procurement policy and construction legislation.
A passion for delivering quality public services and working collaboratively to drive best practice.
