Programme Officer (Temp)
A well-established organisation based in Belfast, are currently seeking an experienced Programme Officer to join their team.
This is a Full-time, Temporary Position – initially for 6-9months (to start immediately).
Working hours: 37 hours per week. (hybrid working)
With an hourly rate from £17.94 to £18.56 (dependant on experience)
Job Purpose:
You will be responsible for managing the mobilisation, implementation, monitoring and closure of a portfolio of projects under the Programmes for which the organisation is responsible. To support the development of project applications, providing advice where appropriate.
Essential Criteria:
- A minimum of 5 GCSEs grades A-C (including English Language and Maths) or equivalent OR a minimum of Leaving Certificate (Standard/Ordinary level) – 5 grades A-C (including English Language and Maths) or equivalent.
- Experience of contributing to the operational planning process within the public, private, voluntary or community sectors.
- Good technical skills with previous experience in IT financial systems such as spreadsheets and databases.
- Experience in Project Management including establishing, monitoring and verification of outputs.
- Demonstrable experience in the reviewing of non-financial information (reports etc) and follow-up action as required.
- Experience in drafting reports, working with, understanding and interpreting financial data.
- Excellent communication skills, both written and verbal with the ability to communicate with stakeholders at all levels.
- Ability to manage and prioritise a busy workload.
- Ability to work on your own initiative as well as part of a team.
- Ability to travel to projects may be required.
Desirable Criteria:
- A third level qualification.
- Experience of Grant Funding.
- Experience in the operation of databases.
- Extensive Programme or Project Management experience.
Main Duties and Responsibilities:
- Manage a portfolio of projects funded by the programmes, monitoring progress in implementation.
- Assist in the provision of a secretariat function to the steering committees.
- Assess applications for Steering Committee, providing expert review and ensuring clear written recommendations are presented for consideration.
- Assist in the development of programme procedures.
- To update programme procedures and guidance for project promoters as necessary.
- Draft contracts for projects.
- Ensure robust monitoring of project implementation including progress and verification of project outputs.
- Attend meetings, events and seminars to represent the company as requested.
- Develop a network of contacts within key stakeholders.
- Assist in implementation functions of current programmes.
- Drafting submissions, papers and reports on major themes/areas of discussion as directed.
- Preparing governance papers and reports for presentation.
- Visit and monitor projects on site and via an electronic management system.
- Liaise with the public and key community and business figures as necessary.
- Provide general advice to the general public, community and business figures as required.
