Band 8a - Senior Accountant - Financial Management

The senior accountant will be responsible to the Assistant Director of Finance – Financial Management for the overall budgetary control function of the Northern Ireland Ambulance Service (NIAS). He/she will ensure that the integrity of the Financial Management system is intact.
He/she will be responsible for the Trust wide budgetary information system (Collaborative Planning), this includes making sure the system is accessible ?for all budget holders, data extraction and ensuring that all budget holders are appropriately trained.
The job holder will have discretion to use their initiative with regard to delivering their section’s objectives in line with the Department of Health (DoH), Strategic Planning and Performance Group (SPPG) guidelines and Trust Standing Financial Instructions.
Within this role, he/she will lead, direct and be responsible for the performance of the Trust financial management team.
He/she will assist the Assistant Director of Finance – Financial Management, with the production of the financial strategy, the financial plan, the annual budget setting process, the production of monthly management accounting information, monthly reporting of financial performance to the SPPG and the Trust Board all within an agreeable timetable.
He/she will provide a corporate role in which they will be involved in regional projects, represent the NIAS on regional groups, liaising with audit (internal and external) and involved in the consolidated financial position of the Trust at the end of a reporting period.
He/she will oversee the production of monthly financial management information and regular forecasting information and will be a key finance contact for the senior budget holders within Trust directorates.
He/she will oversee the provision of forecasting information, provide expert advice and judgement on the financial risk of new policy initiatives and how these will impact specified directorates or the overall Trust.
The job holder will be required to deputise for the Assistant Director of Financial Management when necessary.
