The Role
An exciting opportunity has arisen for an experienced Procurement Manager to lead and develop strategic procurement initiatives. This role will involve overseeing procurement policies, ensuring compliance with regulations, and driving efficiency across procurement functions. You will play a key role in modernising processes and supporting departments with tendering, contracts, and supplier management.
Key Responsibilities
- Lead and manage procurement operations in line with best practice and regulatory frameworks.
- Develop, implement, and review procurement strategies and policies.
- Provide expert advice on procurement and contract management.
- Ensure compliance with UK and EU procurement regulations.
- Identify and deliver cost savings and efficiency improvements.
- Manage supplier relationships and procurement performance metrics.
- Support procurement exercises, including writing tenders and moderating assessment decisions.
- Analyse procurement risks, advising on mitigation strategies and compliance measures.
- Monitor and evaluate procurement and stores systems, ensuring they meet organisational needs.
- Oversee procurement budget management, including authorising purchases and reporting on expenditure.
Essential Criteria
To be considered for this role, you must demonstrate:
Qualifications & Professional Memberships
- A degree (or equivalent qualification) in a relevant discipline such as Procurement, Business, Finance, or Supply Chain Management.
- Full membership (or eligibility for membership) of the Chartered Institute of Procurement & Supply (CIPS) or an equivalent professional body.
Experience
- At least 3 years' experience in a procurement management role, leading procurement teams and functions.
- Proven experience in public sector procurement, including knowledge of UK and EU procurement regulations.
- A track record of successfully managing high-value tenders and contracts, ensuring compliance with legal and financial regulations.
- Demonstrated ability to deliver cost savings and efficiency improvements through procurement strategies.
- Experience in budget management and financial controls related to procurement activities.
- Strong stakeholder engagement skills, working with internal teams and external suppliers.
Skills & Knowledge
- Strong understanding of public procurement frameworks, best practice, and legislation.
- Excellent negotiation and contract management skills to ensure value-for-money outcomes.
- Ability to analyse procurement risks and implement mitigation strategies.
- Knowledge of procurement software and reporting tools.
- High level of problem-solving, analytical, and decision-making abilities.
