KEY RESPONSIBILITIES :
Background
HR’s Resourcing Directorate is responsible for delivering operational resourcing services in collaboration with service delivery partner, HRConnect.
Within NICSHR Resourcing, the Senior Civil Service (SCS) Resourcing Team provides HR advice and services to support all NICS departments in the full range of SCS resourcing matters, offering streamlined, timely and responsive HR solutions to meet departmental needs.
The SCS Resourcing Team leads, develops and oversees all stages of externally advertised recruitment competitions, internal trawls, temporary promotion opportunities, as well as a range of inward and outward secondments and exception to merit appointments at SCS level, as approved by the departments Commissioners.
Main duties and responsibilities
To work positively as part of the SCS Team to contribute to the effective and efficient filling of vacancies at SCS level across the department, in keeping with agreed standards and timescale as detailed in the relevant policies and procedures.
Main duties include (but are not limited to):
• Leading in the design and planning of SCS recruitment competitions, in conjunction with HR Connect and the NI Civil Service Commissioners, ensuring progress is managed and monitored throughout.
• Ensuring relevant, timely and appropriate stakeholder engagement, including with NI Civil Service Commissioners and TUS, and providing a high-quality customer service.
• Supporting recruiting business areas with queries and acting as a point of contact for business areas, HR Connect and Commissioners to ensure process is smooth and effective throughout.
• Supporting and working with colleagues to implement service improvements in operational processes to streamline activity and improve customer service.
• Ensuring that SCS Resourcing statistics and reporting are accurate and up-to-date and provide competition reporting, stats and information to Senior Management as and when required, answering ad hoc queries in relation to the competitions in a timely fashion.
• Assisting with input to queries / FOIs / SARs / AQWs / Correspondence etc.
Essential Criteria applicants must have:
- Proof of Degree
At least 2 years demonstrable experienceof delivering a quality HR service including identifying and implementing improvements to meet the requirements of a range of customers.
At least 2 years demonstrable of communicating and engaging with senior leaders, proactively anticipating potential queries and addressing them with clarity and confidence.
Desired Experience:
Experience of HR operations within the public sector.
