Hays are partnering with the NI Assembly to recruit for a temporary Research Officer for European Affairs, to work directly with Assembly Members and Committees in the production of non-partisan, objective and evidence-based research.

Your new role

  • Provide high-quality, impartial research and analysis to MLAs, Assembly Committees, and senior managers, retrieving and synthesising information from diverse sources.
  • Write and publish Bill Research Papers and various research outputs, including legislative analysis, financial impact assessments, and data visualisations, ensuring they meet publication standards.
  • Present research briefings to Assembly Committees, advise on forward work programmes, and support legislative scrutiny, including identifying key witnesses and facilitating stakeholder events.
  • Maintain communication with Committee Clerks, MLAs, and senior managers, prepare joint papers with colleagues in other Parliaments, and develop links with external research bodies.
  • Provide training for MLAs and staff, oversee placement students, contribute to peer reviews, and support the development of parliamentary library and research services in other jurisdictions.
  • Comply with staff policies, manage information and records, and contribute to the development of RaISe by participating in working groups and identifying service improvements.

What you'll need to succeed
A second-class honours degree (or-equivalent post-graduation qualification), in which EU decision making was a key component of the degreeANDFollowing completion of the above, have at least two years of work experience of:

  • Conducting objective, evidence-based research requiring an understanding of EU decision making1.
  • Producing and delivering evidence-based findings to help inform discussion and decision making relating to policy development.

ANDApplicants must also demonstrate an applied knowledge of:

  • The Windsor Framework.
  • EU information sources, including official EU databases.

*EU decision-making covers the ways in which the EU institutions adopt laws and other policy instruments.
