Home Safety Officer – Facilities and

Main purpose of job
Responsible to the City Protection Manager
through the appropriate line manager for the efficient and effective delivery
of the departments Home Safety Service including the management of associated
contracts and budgets.
Responsible for the development of the home
safety programme and to develop and provide a range of relevant educational,
training and promotional home safety activities.
Ensure high standards of service delivery
through the motivation and effective supervision of staff.
Promote collaborative working with community,
statutory and voluntary partners and represent the Council on inter-authority
liaison/steering groups and report on progress.
Summary of responsibilities and personal duties
1. Responsible for the
management of the Home Safety Service and any other relevant programmes of work
assigned to the Home Safety Staff and to develop, deliver and evaluate home
safety activities and to ensure programme targets are achieved.
2. Supervise the
assigned Home Safety staff and manage the allocation and prioritisation of
duties to the project team to ensure the efficient and effective delivery of
the Home Accident Prevention programme in accordance with agreed objectives.
3. Responsible for the planning, promotion, management
and delivery of Home Accident Prevention programmes.
4. Support the
appropriate manager in the development and implementation of the council Home
Safety Action Plan, in support of the Council-s Community Plan and
implementation of the current Regional Home Accident Prevention Strategy and
any future legislation or policy nationally, regionally, or locally impacting
on home accident prevention.
5. Represent the
council as required at inter-authority liaison/steering groups and report on
progress.
6. Assist in the
administration of the Home Safety Service by compiling responses, providing
advice and guidance to all home safety enquiries, requests for service,
corporate complaints, freedom of information and data protection requests in
relation to home safety.
7. Assist in the
administration of the regional digital database for home safety and supporting
all users (including home safety staff from all NI Councils) by creating new
users, amending, and deleting master copy forms, running statistical reports
and dealing with system errors.
8. Identify and develop opportunities for programme
enhancement as part of the delivery of the Hone Safety Service, including
sponsorship and funding streams; innovation and continuous improvement;
creative solutions to ensure good practice is maintained and programme targets
are met; and sharing knowledge and best practice.

Essential criteria
Qualifications and experience
Applicants must possess a full, current
driving licence which enables them to drive in Northern
Ireland and have a car available for official business, or, access to a form of
transport which will enable them to meet the requirements of the post in full ;
and
Must have:
Have a third level qualification in a relevant subject such as
Environmental Health, Business Studies, Environmental Science, Management or an
equivalent qualification; and be able to demonstrate by
providing personal and specific examples at least one year’s relevant
experience in four of the following areas:
i. supervising staff and managing workloads;
ii. teaching or delivering formal training;
iii. organising meetings and dealing with community
groups, statutory and non-statutory partners;
iv. organising promotional campaigns; or
v. completing performance reports.
or
- be able to demonstrate by providing personal and
specific examples at least two year’s relevant experience in four of the above
areas.
Shortlisting criteria
In addition to the above qualifications and
experience, Belfast City Council reserves the right to short-list only those
applicants who, as at the closing date
- have a third level
qualification in a relevant subject as detailed above; and are able to
demonstrate on the application form by providing personal and specific examples
at least one years relevant experience in all areas (i. - v.) outlined above;
or
- are able to demonstrate on the application form by
providing personal and specific examples at least two years- relevant
experience in all areas (i. - v.) outlined above.
Other Information:
Location: Belfast City Centre
Hours of work: 37 per week - 3 month
Assignment with possible extension to the contract, this is a vacant post at present.
Hourly Rate of pay: £20.02 per hour plus
accrued holiday pay
