Job Duties:
Reporting to the Head of Internal Operations, the Procurement Manager will be responsible
for the development, implementation and monitoring of Invest NI procurement policy and
procedures and the monitoring of all Invest NI procurement and commissioning activities.
The main responsibilities of the role are as follows:
- Commission external delivery organisations.
- Maintain, implement and manage procurement strategy, processes, policy and procedures and the development and monitoring of Invest NI’s Procurement plan.
- Provide procurement advice and guidance to the wider organisation and training and mentoring Invest NI staff in good practice;
- Manage the interface between Invest NI and DoF CPD, updating and monitoring the service level agreement between the two organisations;
- Act as the lead contact between Invest NI and DoF CPD ensuring effective prioritisation of Invest NI projects;
- Act as the lead contact with DfE, responding to timely response to request for procurement reporting information and pipelines;
- Represent Invest NI on DoF Procurement liaison groups and guide and represent Invest NI in procurement based legal challenges;
- Develop Invest NI as a centre of good practice in the area of procurement ensuring and enabling compliance with all DoF guidance, associated policies and good practice.
- Develop, update and maintain management information systems including the Invest NI’s contracts database and strategic procurement plan;
- Oversee contract monitoring;
- Provide of timely, accurate and relevant management information to support both Invest NI and DoF CPD COPE to maximise economic benefits from reducing budgets;
- Oversee all procurements below £30k in line with DoF CPD guidance;
- Day to day running of procurement processes/team and managing teams across the business in complex procurement competitions;
- Ensure adequate recording and control mechanisms are in place.
Selection Criteria
To be considered for the role, candidates must be able to demonstrate, by the closing date,
experience in each of the following essential criteria. Recent has been defined as within the
past 8 years.
Applicants must by the closing date for applications be able to demonstrate
experience of:
1. Be a full and current member of the Chartered Institute of Procurement and Supply
(i.e. hold MCIPS).
*The successful candidate must hold MCIPS by the closing date of application. The
successful candidate must also maintain membership whilst in post.
2. Recent experience of both of the following areas of procurement;-
- Leading the interpreting, negotiating and monitoring by competitive means of contracts of significant value;
- Developing, implementing and monitoring procurement strategies, policies and procedures to ensure that procurement activity meets relevant compliance frameworks to maximise the efficiency or improve the quality of procurement and supporting contracts.
3. Managing relationships, using good interpersonal skills to provide advice and
guidance to ensure best practice is followed;
4. Maintaining and enhancing services to both internal and external customers, using
excellent written and oral communication skills to influence and inform senior people;
5. Well developed organisational and planning skills with experience of prioritising and
managing work and leading teams of multi-disciplinary staff to meet deadlines,
targets and standards;
6. In addition applicants should possess a full driving licence and have use of a car for
business purposes or have access to a form of transport which will permit travel
throughout Northern Ireland to meet the requirements of the post in full in a timely
and effective manner.
