Job Description
To lead and manage the Track Maintenance sub-section within the Permanent Way Department. Manage, monitor and report on the annual cyclical inspection and maintenance programme of the Permanent Way Department. To provide leadership to each of the Section Offices and their maintenance teams, ensure that all works are carried out safely and assets perform reliably for the operation of all services. Provide assurance to the Head of Inspection and Maintenance that all assets are inspected and maintained to the correct frequency, and as detailed in the appropriate standards. Lead on matters of staff safety, ensure that all risks are adequately assessed, and provision of control measures are in place. Develop and ensure staff are skilled adequately to work within a high functioning team and plan for future needs using new technologies in a changing industry.
Essential Criteria
- A minimum of a bachelors degree level qualification in Civil Engineering or Construction related subject
- Minimum of 5 years of extensive and continuous experience in Permanent Way resulting in the successful delivery and implementation of inspection and maintenance programmes of works.
- Practical engineering experience, managing labour, plant and material resources to deliver engineering construction works in the rail industry
- Proven experience of reviewing / drafting Risk Assessments & Method Statements and Safe System of Work Proposals
- Experience of applying Health Safety and Environmental legislative requirements.
- Demonstrable experience of coordinating multiple work streams across multiple discipline.
- Experience of managing staff, allocating projects and managing workloads within a busy Project Engineering office.
- Experience working within a multi-disciplinary Permanent Way Team.
- Experience of managing budgets
- Experience of the use of Microsoft software or similar.
- Willing to be on-call manager for the Department every 3 to 4 weeks
- Full driving licence and access to a vehicle.
Desirable Criteria
- Diploma in Rail Engineering
- Chartered Engineer, or capable of attaining chartership with a relevant professional body such (PWI, ICE, I StructE, EI etc.)
- Skilled in the use of asset management software for the inspection and work order management
