Safer Neighbourhood Officer - Facilities and Environment

Temporary Contract Starting 3 March 2025

The postholder will be responsible to the Anti-Social Behaviour Officer/Operations Coordinator and will work as part of a team responsible for the efficient, effective and economic delivery of a community safety neighbourhood service; including regular enforcement operations to prevent and reduce antisocial behaviour, on-street drinking and environmental crime.

To carry out all activities in accordance with specified quality, quantity and time targets.

  • Enforce relevant legislation with a view to reducing incidents of antisocial behaviour, on-street drinking and environmental crime.
  • Work in, and with, local neighbourhoods to resolve community safety problems; providing a visible and accessible presence offering support, guidance and advice.
  • Support the Council and the (D) PCSP in the delivery of services aligned with their strategic and operational priorities.
  • Provide prompt resolution to low-level community safety issues such as graffiti, dumping, on-street drinking
  • Summary of responsibilities and personal duties:

1. To undertake on behalf of the council and the (D)PCSP, alongside relevant stakeholders and service providers, the full range of duties in connection with the council’s powers in relation to anti-social behaviour; including:

  • Regular walkabouts or patrols in agreed locations to identify problems and enforce relevant bye-laws or legislation relating to antisocial behaviour. In particular (this list is not exhaustive): On-street drinking, Littering , Graffiti, Vandalism to council property, Dumping/fly tipping, Dog fouling, Noise.

  • Investigation of complaints and gathering of evidence in accordance with council policy and the Police Criminal Evidence (NI) Order 1989

  • Undertaking regular enforcement within neighbourhoods, at key events and at seasonal periods alongside partner agencies; and in particular the police;

  • Issuing of warning notices, fixed penalties as appropriate;
  • Attendance at court or other formal hearing to give evidence;
  • Participation in covert and non-covert operations as required;

Essential criteria:

Applicants must, as at the closing date

  • possess a full, current driving licence which enables them to drive in Northern Ireland, or, have access to a form of transport which enables them to meet the requirements of the post in full
  • be able to demonstrate, by providing personal and specific examples on the application form, that they have at least one year’s relevant work experience in community safety, community development, community relations, housing, crime reduction or youth work.
  • This experience must include at least one year’s relevant work experience in at least two of the three following areas: i. enforcement; ii. community engagement; and/or iii. inter-agency working.

Location: Belfast (North)

Hours of work: 37 hrs per week

Start Date: 3 March 2025

Hourly Rate of pay: £16.65 per hour plus holiday pay

Closing Date: 28th February 25
