Tender and Contracts Officer

A leading organisation based in Newtownabbey, are currently seeking a Tender and Contracts Officer to join their team.

This is a Full-Time, Permanent Position (with Hybrid Working).

Working hours: 40 standard hours (flexibility required).

With a salary of £29,859 - £38,046 per annum (dependent on experience).

Successful candidate will be subject to a Basic Access NI check.

Job Role:

You will be responsible for developing a database to keep track and oversight of all company contracts, which will include overseeing and managing adherence to all of service contracts and key performance indicators.

Essential Criteria:

  • Minimum of 2 years recent, relevant experience working on contracts, tendering and/or bid writing
  • Minimum of a Degree level qualification in management, business, social policy, youth/ community work or similar
  • Demonstrable knowledge of tender portals in Northern Ireland and/or Republic of Ireland (e.g. “E Tenders NI”, “E Tenders.ie”)
  • Strong financial acumen and a proven ability to help an organisation maintain existing contracts and win new contracts
  • IT proficient especially with the use of Microsoft Excel, Access or similar to support the development of a contracts database
  • Knowledge and understanding of the role and responsibilities of relevant government departments and/or the role of the voluntary sector in supporting the statutory sector
  • Excellent communication skills both written and verbal – with the ability to communicate with stakeholders at all levels
  • Ability to manage and prioritise a busy workload while adhering to tight deadlines
  • Full UK diving license and access to use of a car, with appropriate business insurance

Main Duties and Responsibilities:

  • Ensure all contracts are operating to Commissioner terms and conditions and ensure there is no risk of non-compliance
  • Ensure any contractual matters of concern, that cannot be addressed personally, are raised with the Tender and Contracts Manager in a timely manner
  • Identify any new policies or procedures which need to be developed as a result of new conditions, in any new contract
  • Adhere to all Health & Safety Polies, including completion of risk assessments when required
  • Work in close partnership with Services Management Team to understand and support contractual delivery requirements
  • Support the Contracts and Tender Manager with productivity data to enable the monitoring and review of compliance with contract KPIs
  • Develop a contract database to support an online system for sharing all contract Terms and Conditions (T&Cs) and Service Specifications with staff and ensuring compliance
  • In conjunction with the Contracts and Tender Manager, and relevant other stakeholders, ensure we maintain compliance with the T&Cs for all existing contracts
  • Work with the Contracts and Tender Manager in delivering Contracts Workshops to staff across NI and ROI
  • Carry out research to inform future proposals for the re-tender of any existing contracts for services
  • Be familiar with the tender portals in Northern Ireland and/or Republic of Ireland
  • Monitor alerts from the tender portal and share them with the Tender and Contracts Manager
  • Work in close partnership with Services Managers in the development of tender response documentation
  • Support new business development work by contributing to all aspects of assessing tender opportunities, drafting of bid writing, working to deadlines and ensuring that we present strong bids for all tender opportunities that we progress
  • Adhere to safeguarding procedures and relevant internal and external policies and standards at all times
  • Attend mandatory safeguarding training
  • Keep abreast of current practice developments, research, legislation and policies and procedures
  • Attend appropriate training when required and apply learning to job role
  • Deputize as directed in the absence of the Tenders and Contracts Manager
  • Attend and participate in internal and external meetings as required
  • Develop and maintain appropriate professional relationships, colleagues and stakeholders
