Capital Projects Officer

MCS Group are delighted to be working with a large public sector organisation in the search for a Climate Change Lead Officer.

The Role:

• Project Management: Lead capital projects from feasibility through completion, ensuring budget, timeline, and specifications are met.
• Compliance & Governance: Adhere to legal, statutory, and health & safety requirements, ensuring good governance and risk management.
• Stakeholder Engagement: Act as a key liaison between project sponsors, consultants, contractors, and other stakeholders to align project objectives.
• Procurement & Contracts: Manage procurement processes, develop tender documents, oversee contracts, and ensure value-for-money in project delivery.
• Technical & Commercial Support: Provide expert advice on feasibility, budgeting, and project execution, while ensuring optimal design, materials, and lifecycle costing.
• Project Monitoring & Reporting: Track progress, manage risks, conduct audits, and report to senior management and elected officials.
• Supervision & Leadership: Oversee multidisciplinary teams, provide technical guidance, and supervise contractors and consultants.
• Continuous Improvement: Implement best practices, drive innovation, and ensure ongoing professional development and service enhancement.

The Person:

The ideal candidate would have experience in...

• An HND or degree, or equivalent, qualification in a building or construction related subject.
• Two years’ experience providing architectural services in the building industry/construction field.
• Project Management of works exceeding £500k by directly managing both in-house and external multi-disciplinary design teams.
• PQQ (Pre-Qualification Questionnaires) and Tender Documentation;
• Tender evaluations and assessments.
• Use of NEC3 Engineering and Construction Contract and other forms of contract.
• Autocad experience.
