Contracts Officer
Rate: ££20.02 p/h
Hours: 37 hpw
Key Duties:
-To provide cover as necessary for the Area Recycling Officers including inspections of all the waste recycling facilities and amenity sites to ensure that they are properly maintained and operated.
-To liaise with service providers and contractors regarding service enquiries from members of the public, elected members, customers to conduct relevant investigations.
-To provide guidance to private architects on waste storage systems and liaise with the Building Control Service and Cleansing Services on the introduction of suitable waste collection systems.
-To enforce relevant legislation to control priority waste streams, for example, fridge freezers, abandoned vehicles, asbestos in liaison with other authorities such as NIEA and the PSNI.
-To investigate all instances of fly tipped hazardous waste, liaise with relevant authorities, and arrange for its collection and proper disposal.
-To keep up to date with legislation and waste recycling technologies and assist with the implementation of the Arc21 Waste Plan.
-To carry out inspections of the public toilet facilities and liaise with service providers and enforcement agencies as necessary.
-To research new areas of work such as the development of Bring Sites, Household Hazardous Waste and implement as required.
-To assist in the development of systems for controlling waste streams for example to meet the requirements of the council and or Arc21 Waste Plan.
-To assist with the expeditious development of waste management practices as required for the storage and handling of municipal wastes.
-To motivate and manage any staff, (you can name the designations here if you need to), that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.
-To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.
-To participate as directed in the recruitment and selection procedures.
-To act in accordance with the departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
-To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
-To undertake such other relevant duties as may from time to time be required.
Essential Criteria:
-have a third level qualification in a relevant discipline such as waste management, business studies, or equivalent relevant qualification
and
- be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience in each of the following three areas;
or
-be able to demonstrate on the application form, by providing personal and specific examples, at least two years relevant experience in each of the following areas:
-developing and evaluating tender and quotation specifications for the procurement of services and goods within the Waste Management environment;
-managing and monitoring contracts including dealing with suppliers and contractors; and
-using information technology systems to compile, maintain and analyse statistical information and preparing written reports and service performance data on the same.
