Contracts Officer -Procurement

Temporary Contract 3 months (possible extension to the Contract)

Main purpose of job

To be responsible to the Waste Officer (Contracts and Operations) for the day-to-day monitoring of Waste Management contracts in accordance with council policies and management activities associated with recyclable waste collection, treatment, recovery and disposal.

Summary of responsibilities and personal duties

Specifications

  1. To research and prepare specifications for the procurement of services and goods within the Waste Management environment and to conduct evaluations of tenders and quotations including debriefing of applicants.
  2. To prepare reports for management on the results of tender and quotation exercises.

    Contract management:

  1. To implement a programme of contract management to ensure best value services are provided through day-to-day monitoring, site inspections and similar duties of the various waste streams.
  2. To liaise with service providers, internal staff for example, Area Recycling Officers and agencies regarding contracts and to carry out inspections and site visits as required to ensure effective delivery services.
  3. To investigate complaints from members of the public, elected members and service providers and prepare reports for management.
  4. To introduce customer care initiatives for example, Mystery Shopper exercises, to ensure high levels of service are maintained.
  5. To ensure the award of contracts and the provision of services complies with all health and safety legislation and council policies.
  6. To liaise with the services education section in developing initiatives to promote the service.
  7. To implement and monitor systems, including IT systems, for the management and control of waste management contracts to meet the relevant standards such as OHSAS 1800 and ISO 14001.
  8. Records:
  9. To compile and maintain accurate records on waste collection, recovery and similar duties utilising the council-s database and IT applications and ensure that relevant information is relayed to the Senior Business Assistant (Finance and Contracts).
  10. To liaise with Business Support Section regarding the approval of invoices for payment.
  11. To provide and collate statistical information regarding tonnages and trends in recycled waste collected for example to provide written reports and service performance data relating to waste contracts as and when required.
  12. To ensure the accurate and timely production of all information required by senior management.
  1. General
  2. To provide cover as necessary for the Area Recycling Officers including inspections of all the council-s waste recycling facilities and amenity sites to ensure that they are properly maintained and operated.
  3. To liaise with service providers and contractors regarding service enquiries from members of the public, elected members, customers to conduct relevant investigations.

Essential criteria

Qualifications and, or experience

Applicants must, as at the closing date:

  • have a third level qualification in a relevant discipline such as waste management, business studies, or equivalent relevant qualification and be able to demonstrate on the application form, by providing personal and specific examples, at least one year-s relevant experience in each of the following three areas;

or

  • be able to demonstrate on the application form, by providing personal and specific examples, at least two years- relevant experience in each of the following areas:

  1. developing and evaluating tender and quotation specifications for the procurement of services and goods within the Waste Management environment;
  2. managing and monitoring contracts including dealing with suppliers and contractors; and
  3. using information technology systems to compile, maintain and analyse statistical information and preparing written reports and service performance data on the same.

Hours of work: 37 per week

Hourly Rate of pay: £20.02 per hour plus holiday pay

Target Start Date: 17 February 25

Closing Date: 14 February 25
