Job PurposeThe Technical Project Co-ordinator will lead and manage technical delivery of Information Systems (IS) Office work packages and projects; namely the Modernisation Project. This is a key change role within the Assembly Commission, supporting and reshaping the provision of information systems and enabling other parts of the business to perform effectively. This will include the development of in-house business critical applications including the new Legislative Tracker and delivery of the Corporate website. The postholder will lead and support the staff of the IS Office in adopting new technologies to support the Assembly Commission.The Technical Project Coordinator is primarily responsible for leading, managing, coordinating, and facilitating technical aspects of digital change projects, working with the Head of IT, the IS Office and wider stakeholder groups as required, including external bodies, suppliers and teams. They are responsible for the delivery of the Modernisation Project. This project seeks to deliver a £1.7m investment supporting digital change.

Job Description:As Technical Project Coordinator, the post holder is responsible for.
Strategic

  • Lead and manage the Modernisation Project, comprising at least three critical workstreams required to meet the objectives of the corporate strategy. This is subject to change.
  • Re-architecture of the technical environment to support a new development landscape and the modernisation of the AIMS application.
  • Replace the Corporate Website.
  • Develop a Legislative Tracker to support the Windsor Framework Committee.
  • Lead and implement change alongside the Head of IT, through aiding the management of work packages across both internal and external resources / project teams.
  • Lead and assist in resource allocation and planning to optimize productivity and budget adherence; with a specific focus on project spend, software licences and subscriptions, in line with the Head of IT requests, delivering on time and within budget.
  • Provide strategic and authoritative technical advice on the approach to make the Modernisation project a success.
  • Engage with a wide range of key stakeholders to support the development of IS solutions to enable the business to perform effectively.
  • Manage all resources, relating to the Modernisation Project including budget, staff and space utilisation in Parliament Buildings, effectively and efficiently to deliver areas of responsibility, contributing to, and in support of the corporate strategy and Corporate Plan.
  • Lead and participate in Directorate and Head of Business Team meetings to develop and influence solutions to operational, policy and strategic issues.
  • Develop and maintain effective working relationships with Members, staff, Party Support, building users and relevant external stakeholders to ensure operational effectiveness and that work is informed by best practice.
  • Prepare, manage and maintain high quality, well-reasoned, clear, concise reports, and papers for Senior Management Team (SMT) as required.

Project ManagementLead and manage the Modernisation Project and all technical workstream activities, ensuring deliverables align with the overall project objectives and timelines, ultimately meeting the wider corporate objectives.

  • Provide strategic advice on transitioning to a cloud environment (MS Azure) and support the team upskill as part of the Project Delivery.
  • Lead and manage the financial, resourcing requirements for each workstream, supporting successful delivery.
  • Maintain and manage an inventory of all project-related technical resources and ensuring their optimal deployment.
  • Lead and implement the adoption of new technologies from the Microsoft technology stack specifically, Project, Azure Dev Ops, Power BI, Teams, OneDrive and Outlook.
  • Develop IS and IT policies, procedures and systems for the Assembly. to reflect changes in the digital landscape and new technologies implemented, ensuring policies and procedures are up to date. Essential Criteria:

Applicants for the post of Technical Co-ordinator must, by the closing date for applications:Possess at least a Bachelor’s (or higher) Degree in Computing or other discipline relevant to Information Systems / Information Technology*
ANDHave a minimum of 3 years’ experience in each of the following:

  • Working across the Microsoft Technology stack, and more specifically, the Microsoft 365 (Outlook, Teams) Microsoft Project, Microsoft Azure Dev Ops, Microsoft Power BI and Microsoft Azure; IaaS, PaaS and SaaS services.
    Clearly demonstrate experience transitioning to hosted cloud services.
  • Experience of successfully leading and delivering a significant customer centric Technical Change projects in a public sector organisation.

AND

Possess a professional certification that aligns with the responsibilities of the role such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or similarly recognised credentials specific to delivery of technical change projects.

Have a minimum of 5 years’ experience in each of the areas a) and b) described above.ANDPossess a professional certification that aligns with the responsibilities of the role such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or similarly recognised credentials specific to delivery of technical change projects.
