Civil Engineering Officer - Public Sector

We are working with a respected public sector client to recruit a Civil Engineering Officer for a temporary three-month contract within the Parks and Leisure Department. This is a fantastic opportunity to work on meaningful projects that contribute to enhancing local communities and green spaces.

About the Role

Reporting to the Senior Civil Engineering Officer, you will assist in delivering the civil engineering function and project management services for the department. You will contribute to high-priority civil engineering projects and ensure work is completed to agreed quality, time, and budget targets.

This role will also involve collaboration with key internal and external stakeholders to achieve successful outcomes.

Key Responsibilities

  • Assist in the delivery of the department’s annual civil engineering programme, including prioritising, costing, and scheduling project work.
  • Supervise small works and annual bitumen macadam contracts to ensure adherence to quality, time, and budget specifications.
  • Provide technical civil engineering advice to other council departments and contribute to corporate working groups.
  • Implement and maintain inspection systems for pathways, roadways, and hard surfaces, ensuring DDA compliance.
  • Participate in playground construction projects, including surveying, tender document preparation, and on-site supervision.
  • Conduct land surveys and prepare associated drawings and technical reports.
  • Manage computer record drawings, update the Register of Change, and maintain detailed project documentation.
  • Act as Resident Engineer or Clerk of Works for internal and external contracts, ensuring compliance with Construction (Design and Management) Regulations.
  • Liaise with the Legal Services Department and appear as an expert witness in court if required.
  • Monitor project progress and provide regular updates to the Senior Civil Engineering Officer and Landscape Planning and Development Manager.
  • Keep up to date with developments in the field and recommend improvements to the Landscape Planning and Development Manager.
  • Ensure detailed records of work and time are maintained for budget and performance monitoring.
  • Manage and motivate any assigned staff to deliver effective service, implementing training and development programmes as required.
  • Act in accordance with council policies, including health and safety, customer care, safeguarding, and equality legislation.

Essential Criteria

Qualifications and Experience:
Applicants must, as at the closing date for receipt of applications:

  • Hold a third-level qualification in Civil Engineering or an equivalent relevant qualification.
  • Possess a full, current driving licence valid in Northern Ireland and access to a vehicle for business use, or access to alternative transport to meet the role requirements.

Relevant Experience:
Candidates must demonstrate at least one year’s relevant experience in three of the following areas:

  • On-site supervision of contractors in a construction environment.
  • Detailed construction phase record keeping (e.g., site measurement, surveying, or inspection records).
  • Knowledge of Construction (Design and Management) Regulations (CDM).
  • Understanding of method statements and risk assessments for construction works.
  • Proficiency in AutoCAD, MS Office, and MS Project.
