Hays are working in partnership with a large public sector organisation. This job is initially temporary for 5 months. It is working 37 hours a week, ideally 9-5.
Salary for this position is £31,586 - £34,314

Your new role
As Monitoring Officer, you will provide a comprehensive project assessment and monitoring service, including the assessment of projects, monitoring of expenditure, checking project claims, collating monitoring information, and preparing and actioning progress reports. Main duties include:

- Providing advice and guidance to project promoters at funding workshops, including project eligibility, completeness checks on prerequisite documentation, and verification of procurement.
- Completing project assessments, including site visits, appraisal checklists, indicative scoring, presentation of assessment reports to panels and recording panel recommendations.
- You will create a 'Letter of Offer' specific to each project, agree on an implementation plan, and identify any special conditions required. Advise project promoters on terms, conditions, and procurement protocols. Assess the viability of proposed changes to a project and amend the 'Letter of Offer' accordingly.
- You will provide continuous support and guidance as required and monitor project progress against targets, objectives, and special conditions.
- You will be responsible for conducting detailed checks of claims to ensure compliance with audit requirements.
- You will collect, monitor, and interpret financial and non-financial data for all projects.
- Design, maintain, and accurately update internal and external databases and spreadsheets as necessary.

What you'll need to succeed

A third-level qualification (HNC/D or higher) in a relevant discipline (e.g., economic development, community development, business studies, or public administration)

2 years' relevant experience in the following areas:
• Assisting with project delivery.
• Assisting in the preparation of financial claims and statistical information.
• Administering the distribution, monitoring, and evaluation of grant funding.
• Preparing qualitative and quantitative reports for management and external stakeholders.
• Facilitating partnerships, including minute-taking and coordination.
• Competent in the use of IT systems, including a working knowledge of Microsoft Word, Excel, and databases.

Additional Requirements:
• As Monitoring Officer, you will have a full, current driving licence enabling you to drive in Northern Ireland and have a vehicle available for official business, or have access to a form of transport that enables you to meet the requirements of the post in full.
