TITLE: Business & Project Support Officer

LOCATION: Belfast

SALARY: £18.91

HOURS: Full Time 36.25

DURATION: 6 Months

MAIN PURPOSE

The post holder will be an integral part of the Service Support Centre Team. Delivering at all times to a high standard, they will provide expert advice and guidance to management and wider NIFRS project teams on the development and delivery of Asset & Services projects.

This will include the management of all business cases from initiation to approval, including drafting; supporting project implementation through all stages; and ensuring completion of post project evaluations in line with best practice and corporate timescales.

As an integral member of the Service Support Centre, the post holder will provide a service that supports the vision and mission of NIFRS, as outlined below:

Project Planning & Governance

1. Deliver a structured approach to prioritising and planning of all Asset and Services projects to be delivered within each Financial Year and across multi-year cycles

e.g. 5 years/10 years, working with key stakeholders and senior management to ensure alignment with the NIFRS Corporate and Financial Plans.

2. Liaise with the NIFRS Economic Advisor to ensure strategic alignment of business cases with those from across other parts of the Organisation.

3. Deliver business case project priorities aligned to the agreed prioritisation and planning based on available budget and corporate outcomes.

4. Ensure all relevant internal and external stakeholders are kept updated on priority projects being delivered within the Financial Year; working with the relevant Departments and stakeholders to develop and scope projects.

5. Assign and manage resource and stakeholders for the projects to be delivered within each Financial Year including all scheduling for projects to be delivered using project management methodologies such as creating and maintaining action logs, project risk and issue logs when applicable.

6. Deliver project research support and carry out the relevant background knowledge research and benchmarking required for future Assets and Services to be delivered.

7. Develop and agree individual Project Initiation Documents (PIDs) for project to be delivered within the Financial Year including a full project brief.

8. Develop and agree individual Terms of Reference (ToR) for each project to be brought through the planned Business Case Delivery stages by developing a range of roles/responsibilities for the entire project and each individual member of the project team.

9. Manage and support the generation of Post Project Evaluations (PPEs) aligned to business case approvals, ensuring any learning is incorporated into new projects.

10. Coordinate all business case activity within the NIFRS Service Support Centre ensuring conformity and uniformity of approach, including the use of relevant Department of Finance/HM Treasury templates.

Person Specification

Applicants must provide evidence by the closing date for application that they meet the following essential criteria:

Criteria Essential/ Desirable Assessment

Knowledge, Skills and Experience

· Possess a degree or equivalent qualification* in a relevant discipline e.g. business management, improvement, business studies, finance

Have a minimum 2 years relevant experience of the development of business cases through their lifecycle, within or supporting a large organisation.

OR

· Possess at least a HND or equivalent qualification* in a relevant discipline e.g. business management, improvement, business studies, finance

AND

Have a minimum 3 years relevant experience of the development of business cases through their lifecycle, within or supporting a large organisation.

Can demonstrate:

· Excellent planning and organisational skills with ability to work under pressure to achieve desired outcomes. Application Form / Interview

· Excellent communication skills (both oral and written); and the ability to provide timely and accurate information

· IT literate specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook) and Management Information Systems.
