£18.10 per hour plus paid holiday hours

37 1/2 hrs each week, 9am-5pm, Mon-Fri

JOB SUMMARY

Processing and managing accommodation requests, lease / licence agreements, rent reviews, rates, property acquisitions, disposals, wayleaves, supervision of non - operational and surplus property assets, marketing, condition survey data collection and the day to day interrogation of the MiCad facilitate management system or similar systems.

CRITERIA

1. A relevant degree or recognised professional qualification or equivalent/ higher qualification in an Estate Management / Real Estate subject AND 2 years’ experience of providing property advice in a complex organisation such as local government, health or other bodies.

OR

HNC/HND or equivalent/ higher qualification in an Estate Management / Real Estate subject AND 3 years’ experience of providing property advice in a complex organisation such as local government, health or other bodies.

OR

5 years’ experience working in a local government, Health Care or similar environment in a role which requires extensive specialist knowledge of estates management activities including rent reviews and lease renewals; new commercial leases, lease exits, dilapidations and business tenancy.

DUTIES

1. Assist the Property Asset Manager with all staffing and budgetary matters for the estate management and valuation section within the Property & Estates Service. Monitor and assist with the section’s budgets.

2. Ensure that all lease and licence matters are allocated to a team member or specialist external consultant surveyor and actioned together with negotiations of new leases, lease renewals, licences, rent reviews and agreements in order to maximise income streams to the Trust.

3. Assist with a wide range of estates management activities including valuations, dilapidations, repairs, licences, easements, wayleaves, change of use, assignments and sub- lettings to maintain and enhance the value and use of the Trust's property portfolio.

4. Assist with the management of office and staff accommodation requests and liaising with external agencies including Directorate of Legal Services, Land and Property Services and Rates collection agency.

5. Provide PFI advice and management including engagement with contractors, tenants and all relevant parties.

6. Ensure the Trust has policies and procedures in place to deal with all tenant/ concessionaire/ lessee requests for new agreements/ leases/ licenses/ wayleaves, rent reviews, permits, changes in terms, renewals and variations or surrenders of any arrangements, agreements, licenses, leases or concessions affecting the Trust’s General assets.

7. Assist the Property Asset Manager with acquisitions and disposals including selling agents for land, commercial premises etc. Arrange all necessary effective marketing and letting of these properties through the production of property particulars and managing the procurement processes to ensure the selection of suitable tenants.

8. Assist with valuations and general property advice to all areas of the Trust as and when required. This may include: • Assisting with or carrying out development & options appraisals on Trust owned land and property or where the Trust are considering acquisition of land or buildings. • Work relating to major asset related projects, such as those within the Trust's capital programme or regeneration schemes including PFI.

9. Undertake or arrange for Right to Buy valuations on behalf of the Trust's Housing service to maximise capital receipts for the Trust.

10.Manage the quality and accuracy of information and data within the section, provide key performance indicators and support the development and integration of information systems to ensure the Trust's assets can be managed efficiently, effectively and sustainably.

11.Contribute to the preparation, delivery, monitoring and reporting of the Trust’s Corporate Asset Management Strategy and Annual PAM Plan. Assist on the strategic estate management and valuation submissions for the strategy and plan.

12.Plan, co-ordinate, commission and where necessary undertake General asset valuations and take full responsibility for ensuring they are conducted in accordance with CIPFA and RICS guidance for inclusion in the Trust's financial accounting statements.

13.Provide all Corporate Asset data and information requested by Members, Senior Management and internal and external auditors.

14.Assist with arranging for the Trust, the procurement and appointment of third party, external consultants for Estates and Valuation work, and manage and control all such commissions to ensure they meet required standards and remain within approved budgets.

15.Oversee, check and authorise — within the specified authority level —invoices, bills, accounts and internal charges related to Corporate Asset Management matters.

16.Liaise with external organisations and third parties and represent the Trust in matters related to Corporate Asset Management.

17.Seek Best Value in the delivery of all Estate and Valuation services.

18.Maintain an awareness of Corporate Asset Management Best Practice — especially in the area of the Public Sector.

19.Ensure that the conduct of the Trust's Estates and Valuation activities is carried out in accordance with the Policies and Procedures of the Trust.

20.Work with other Officers of the Trust and contribute actively towards the delivery of the Trust's aims and objectives and in the delivery of the Trust's priorities.

21.To review and update estate terriers and document information in line with Land registry information.

22.To write and take responsibility for approval of all relevant business cases relating to property management proposals
