The role
- Provide financial and governance services to support the organisations strategic and statutory aims.
- Assist in delivering finance, procurement, payroll, audit, and other financial processes aligned with best practices and government guidelines.
- Contribute to annual budget setting and forecasting exercises, adhering to organisational and departmental timetables.
- Prepare financial reports, monitor expenditures, cash flows, and complete monthly reconciliations for accuracy within the Balance Sheet.
- Support Public Expenditure and Supply Estimate processes and ensure compliance with Department of Finance requirements.
- Lead financial advice, including VAT and business case guidance, and stay updated on financial policies and accounting standards.
- Oversee corporate governance processes, including risk management, fraud prevention, and Public Sector Prompt Payment compliance.
- Manage relationships with stakeholders, auditors, and provide training for non-finance managers to support budgetary control.
- Foster a customer-focused, professional culture, and lead team development to ensure adherence to the organisations values.
The Person
As the successful candidate you will have the following background and experience:
Essential:
- Accountancy Qualification: Must be a fully qualified member of an accountancy body.
- Experience Requirement: At least two years of post-qualification experience in an accounting or finance role.
- Budgeting: Experience with annual budget creation and forecasting.
- Financial Reporting: Skilled in producing monthly and annual accounts per financial and auditing standards.
- Budget Reporting: Experienced in regular budget and variance reporting to budget holders.
- Audit and Compliance: Able to respond promptly to departmental and audit requirements.
- Corporate Governance: Knowledgeable in risk management strategy, corporate risk registers, and governance policies.
- IT Skills: Proficient in MS Office, especially Excel, and experienced with financial systems, including computerized ledgers and budgetary controls
Desirable:
- Public Sector Experience: Knowledge of financial/governance processes and statutory goals in the public sector.
- Government Accounting: Experienced in central government public expenditure and budgeting.
- Resource Accounts: Skilled in producing accounts per FReM and DoF standards.
