Apple Recruitment are recruiting for Senior Project Manager (Construction Procurement) on behalf of our client, Northern Ireland Housing Executive (NIHE), to work on a temporary basis in the Belfast area.

Main duties and responsibilities:

Construction Procurement – Technical & Contract Documentation

1. To manage the delivery of construction procurement exercises proactively leading these out and liaising with the client and Corporate Procurement Unit to support the effective delivery of the procurement of works in a timely and efficient manner, meeting programme targets and set deadlines.

2. To have a clear working knowledge and application of the NEC 3 and 4 suite of contract documents, ensuring understanding of these and enabling comprehensive drafting of contract documents, providing technical NEC contract support to colleagues as required.

3. To Liaise with colleagues in Asset Strategy to develop work programmes for tendering and collaborate with Corporate Procurement Unit to ensure all procurements are delivered within agreed targets, as per the procurement strategy and programme, compliant with the organisation’s standing orders, public procurement policy and all relevant legislation, achieving business objectives.

4. To work with the client to draft and review tender and contract documentation that complies with public procurement policy, legislation and best practice procurement, closely liaising with procurement colleagues in procurement exercises.

5. To liaise with the client department including external consultants to establish and develop procurement requirements, provide technical input and prepare tender and contract documentation such as KPIs, activity schedules, social value clauses.

6. To liaise with the Cost Management team, ensuring drafting, development and review of appropriate cost models for procurement exercises for inclusion within contract documentation, including preparing and analysing costings for tender evaluations, supported by the Cost Management team.

7. To ensure that Housing Executive policy practices and procedures reflect best practice in Public Sector procurement to enable the Housing Executive to maintain its CoPE status, ensuring knowledge and understanding of PPNs and application of these within procurement exercises.

8. To contribute to the successful delivery of the Project Delivery and Corporate Procurement Unit’s Business Plan, determining priorities and the allocation of resources.

9. To assist in the development of Housing Executive procurement policy and proposing changes, where required, to practice and procedures to reflect best practice and value for money.

10. To perform risk analysis, value management and cost control techniques to the procurement strategy, advising on energy efficiency, environmental impact and sustainable construction.

11. To comply with all aspects of procurement processes/ tendering procedures, including UK Regulations.

12. To manage workload compliant with Prince 2 project management methodologies for delivery of projects in a controlled manner.

13. To play a key role in the delivery of a wide range of projects to ensure that the Housing Executive is successful in providing a ‘Better Home’ to its tenants.

14. To ensure delivery of procurement exercises within the team, inclusive but not limited to handover meetings with the client, contract mobilisation, and ensuring Post Project Evaluations are completed, and improvements inclusive of Lessons Learned, are incorporated into future projects.

15. To interpret AutoCAD technical drawings.

16. To comply with health & safety and environmental policies for construction projects, liaising with the appropriate specialist personnel in the organisation.

Performance Management and Reporting

17. To provide leadership and manage a small team of professional and technical staff to ensure the delivery of an efficient and effective Construction Procurement service ensuring resources are effectively managed and target dates are achieved.

18. To manage, motivate and develop the team through using leadership, mentoring and coaching skills, to achieve business objectives, providing line management ensuring it operates efficiently and effectively, recognising best practice and is well motivated and trained to deliver an excellent service, along with holding regular team meetings with minutes kept and distributed accordingly.

19. To undertake staff appraisals under your line management, , providing guidance on personal development needs, advising on and initiating development/training opportunities, assisting with appropriate and necessary training and or guidance for Asset Management and Housing Services Teams, working to improve contract and cost management, reporting on progress against staff training programme and maintaining Staff Training Registers of completed training.

20. To instil and promote an ethos of continuous improvement within the Team, so that current performance standards can be challenged and improved through new ways of working, without compromising service delivery or control.

21. To review the documentation, systems, processes and procedures to achieve improvements to the quality of service and product delivered, ensuring continual achievement of ISO standards.

22. To participate in the recruitment, selection and induction of staff, ensuring compliance with all human resource related policies and procedures.

23. To produce, record and monitor monthly performance and other statutory returns, provide regular reports on the progress of projects to the Senior Dispute Resolution Manager against time and budget, ensuring deadlines are achieved.

24. To feed into the Corporate Procurement Unit’s (CPU) Risk Register within the wider Asset Management Division Risk Register, with key activities which will be reported on a monthly basis, inclusive of the, Summary Update, reflecting progress over the last reporting period.

25. To maintain a Lessons Learned Register from previous procurement exercises taking account of these when preparing new procurement documentation and incorporate into Internal Training for operational staff to continuously improve contract and cost management of the Housing Executive’s Maintenance Contracts.

26. To provide assurance and appropriate governance for the Directorate in the delivery of all Housing Executive construction related contracts.

27. To deal with communications as required from the public including contractors, other professional and voluntary groups, statutory services and elected representatives necessary for the management of the procurement process.

1a.) A Bachelor’s Degree (or equivalent level 6* qualification) in a relevant Building/Construction Discipline, Procurement, or Business related subject WITH at least 3 years’ relevant experience in Building/Construction

OR

1b.) A BTEC Higher or equivalent Level 5* qualification in a relevant Building/Construction Discipline, Procurement, or Business related subject WITH 4 years’ relevant experience in Building/Construction

OR

1c.) Alternatively, can demonstrate equivalent continuing professional development/experiential learning AND at least 5 years’ significant relevant experience in Building/Construction

2. Either be a member of a recognised professional body for a Building/Construction related discipline, or recognised procurement professional body (CIPS) OR be committed to either attaining a relevant qualification or Chartered Membership of such a professional body agreed by the Director of Asset Management within 18 – 24 months of appointment

3. Demonstrate significant relevant experience in ALL of the following areas set out below:

(a) Liaising with clients to help them develop and specify their construction procurement requirements

(b) Development and preparation of construction contract documentation for tendering, delivering the procurement of repairs and maintenance contracts from initial brief through to contract award

(c) Working with, drafting and managing the various forms of NEC contracts inclusive of the suite of contract documents ensuring delivery of tender exercises

(d) Leading and delivering construction related procurements ensuring that projects are properly managed and delivered in line with the agreed procurement strategy and programme, targets, standards and procedures

(e) Reviewing technical documents and providing critical assessment, feedback and advice

(f) Experience in the mentoring and training of colleagues regarding NEC contract related matters inclusive of previous lessons learned, building these into new procurement exercises, ensuring continuous improvement

4. Can demonstrate (assessed at Assessment/Interview):

Ability to develop strong working relationships with a wide range of internal and external stakeholders

Excellent planning and organisational ability

Excellent interpersonal and influencing skills

Strong customer focus

Effective oral and written communication skills including the preparation and presentation of technical reports

Working knowledge of Microsoft Word and Excel programmes

5. Candidates must possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full

Further Details:

· Hourly Rate: £19.81

· Hours: 37 hours pw, Mon-Fri, 9am-5pm

· Duration: 3 months (with possibility of extension)
