MAIN PURPOSE
To manage the delivery of construction procurement exercises proactively leading these out and liaising with the client and Corporate Procurement Unit to support the effective delivery of the procurement of works in a timely and efficient manner, meeting programme targets and set deadlines.
Key Responsibilities
Construction Procurement – Technical & Contract Documentation
1. To manage the delivery of construction procurement exercises proactively leading these out and liaising with the client and Corporate Procurement Unit to support the effective delivery of the procurement of works in a timely and efficient manner, meeting programme targets and set deadlines.
2. To have a clear working knowledge and application of the NEC 3 and 4 suite of contract documents, ensuring understanding of these and enabling comprehensive drafting of contract documents, providing technical NEC contract support to colleagues as required.
3. To Liaise with colleagues in Asset Strategy to develop work programmes for tendering and collaborate with Corporate Procurement Unit to ensure all procurements are delivered within agreed targets, as per the procurement strategy and programme, compliant with the organisation’s standing orders, public procurement policy and all relevant legislation, achieving business objectives.
Performance Management and Reporting
17. To provide leadership and manage a small team of professional and technical staff to ensure the delivery of an efficient and effective Construction Procurement service ensuring resources are effectively managed and target dates are achieved.
18. To manage, motivate and develop the team through using leadership, mentoring and coaching skills, to achieve business objectives, providing line management ensuring it operates efficiently and effectively, recognising best practice and is well motivated and trained to deliver an excellent service, along with holding regular team meetings with minutes kept and distributed accordingly.
19. To undertake staff appraisals under your line management, , providing guidance on personal development needs, advising on and initiating development/training opportunities, assisting with appropriate and necessary training and or guidance for Asset Management and Housing Services Teams, working to improve contract and cost management, reporting on progress against staff training programme and maintaining Staff Training Registers of completed training.
Experience and Qualifications
Essential Criteria:
Applicants must provide evidence by the closing date for application that they meet the following essential criteria:
1. (i) A Bachelor’s Degree (or equivalent level 6* qualification) in a relevant Building/Construction Discipline, Procurement, or Business related subject WITH at least 3 years’ relevant experience in Building/Construction
OR
(ii) A BTEC Higher or equivalent Level 5* qualification in a relevant Building/Construction Discipline, Procurement, or Business related subject WITH 4 years’ relevant experience in Building/Construction
OR
(iii) Alternatively, can demonstrate equivalent continuing professional development/experiential learning AND at least 5 years’ significant relevant experience in Building/Construction

2. Either be a member of a recognised professional body for a Building/Construction related discipline, or recognised procurement professional body (CIPS) OR be committed to either attaining a relevant qualification or Chartered Membership of such a professional body agreed by the Director of Asset Management within 18 – 24 months of appointment
3. Demonstrate significant relevant experience in ALL of the following areas set out below:
(a) Liaising with clients to help them develop and specify their construction procurement requirements
(b) Development and preparation of construction contract documentation for tendering, delivering the procurement of repairs and maintenance contracts from initial brief through to contract award
(c) Working with, drafting and managing the various forms of NEC contracts inclusive of the suite of contract documents ensuring delivery of tender exercises
(d) Leading and delivering construction related procurements ensuring that projects are properly managed and delivered in line with the agreed procurement strategy and programme, targets, standards and procedures
(e) Reviewing technical documents and providing critical assessment, feedback and advice
(f) Experience in the mentoring and training of colleagues regarding NEC contract related matters inclusive of previous lessons learned, building these into new procurement exercises, ensuring continuous improvement
