Quality Performance Reporting Officer - Temporary Contract -Belfast
Main purpose of job
Responsible for
establishing and delivering the quality and performance management framework
for the service, including quality assurance of all data and timely reporting
across agreed metrics.
Role includes:
Tracking, analysis and
reporting on activity, outputs, outcomes, and performance KPIs across the
service (Programme level) for stakeholders and funders – both qualitative and
quantitative data and collating regular reports in line with funder guidelines.
Assessment of progress
against targets, identification of service issues and exploring opportunities to enhance
service delivery.
Leading on user experience insights as part of the programme evaluation
work and supporting the continuous improvement approach.
Liaison with Councils in relation to quality and performance in respect
of the services and suppliers for their area, developing improvement plans and
leading on service improvement actions.
Monitoring and reporting of
compliance, audit and risk matters in order to provide assurances to funding
and council partners.
Leading on the development
of a benefits realisation plan and establishing review mechanisms to maximise
impact of the investment.
Summary of responsibilities and personal duties
- Responsible for analysing and reporting on
activity, outputs, outcomes, and performance KPIs across the service
(Programme level) for stakeholders and funders, including collation of
funding claims.
- Work collaboratively with all local councils
to raise the ambition around the delivery of enterprise support, in
support of the statutory obligations in this area and consistent with
commitments as set out in respective programme plans.
- Responsible for the integrity of the data on
the CRM system, working with councils, delivery agents and council
colleagues to improve accuracy and develop agreed standards and processes.
- Review and analyse progress against targets
across all service areas with a view to identifying and addressing
service issues
and identifying opportunities to enhance delivery.

Essential criteria
Qualifications and experience
Applicants must, as at the closing date
have a third level qualification or an equivalent qualification within a
relevant subject such as Business Studies, Economics, Management, Public
Policy, etc; and be able to demonstrate by providing personal and specific examples, at least one year’s relevant
experience in each of the following areas;
or
- be
able to demonstrate by providing personal and
specific examples, at least two years’ relevant experience in each of the
following areas:
- performance
management, monitoring and reporting, including the analysis of
performance data and performance indicators at a programme level;
- undertaking
quality and performance management, evaluation and continuous improvement
of strategic projects and programmes including implementation of
improvement plans; and
- supporting
stakeholder engagement activity with internal and external partners,
building consensus to progress priority activities to achieve programme
level targets.
Short-listing criterion
In addition to the above qualifications and, or
experience Belfast City Council reserves the right to shortlist only those
applicants, who as at the closing date for receipt of application forms, can
demonstrate on the application form, by providing personal and specific
examples, that they have a relevant third level qualification or an equivalent
qualification within a relevant subject such as Business Studies, Economics,
Management, Public Policy, etc and at least two years’ relevant experience; or three
years’ relevant experience (as outlined above) in each of the three
aforementioned areas.

Location Belfast City Centre
Hours: 37 hours per week - 3.5month contract with possibility of being extended
Rate of pay: £19.35 per hour plus accrued holiday
