Head of Capital Programme Management Office (CPMO) / Project Controls
Role Description
Reporting to the Director of Infrastructure Delivery, the Head of Capital Programme Management Office (CPMO) is primarily responsible for developing and implementing industry best practice project controls systems and processes and reporting across the capital work programme to drive capital efficiencies, performance improvements and ensure value for money. The CPMO supports the management and delivery of NIW's rolling programme of c£300-£500m annual capital investment and is a key contributor for making significant strategic decisions in respect of the complex programme, financial and technical issues that impact directly on the delivery team, the wider organisation and our customers.
The CPMO has an important role, working closely with the internal Infrastructure Delivery and Engineering and Sustainability teams and external Consultants and Contractors, to undertake governance and assurance, whilst promoting collaborative working and driving continuous improvement across the capital works programme. The CPMO provides portfolio and programme level reporting and scenario planning at Directorate and Board Level to assess performance and inform business strategy. The CPMO also provides commercial and cost intelligence support to the investment management, procurement and the delivery teams for preparing regulatory submissions, developing procurement and contract strategies and documentation, cost benchmarking and post contract commercial management support. The head of CPMO is accountable delivering the capital delivery plan within the annual funding, regulatory outputs and capital efficiency targets.

Applicants MUST be able to demonstrate in their application and where necessary at interview:
ESSENTIAL CRITERIA
1. A third level qualification (i.e. degree or Masters) in a relevant project controls, engineering or cost and commercial discipline; AND a minimum of 5 years in a senior management role within a major capital investment programme environment (>£100M p.a.); AND possess a professional qualification or achieved chartered / engineering qualifications or equivalent status
OR
A minimum of 7 years in a senior management role within a major capital investment programme environment (>£100M p.a.); AND possess a professional qualification or achieved chartered / engineering qualifications or equivalent status
2. Relevant, successful experience of leading the implementation, management and development of a PMO or Project Controls strategy for a major capital investment programme (> £100M p.a.) that delivered efficiency savings.
3. Relevant, successful experience of leading and developing senior, multi-disciplinary teams that have delivered outcomes and improvements for capital investment programmes, including efficiency savings, cost assurance and innovative solutions.
4. Relevant experience of successful senior stakeholder management in complex internal and external environments, including at Executive and Board level.
5. Relevant experience of working with NEC contracts, conditions of contract and pricing options.
6. Relevant experience of embedding strategic Commercial and Contract Management governance on major projects and programmes of work.
7. Experience of Developing Procurement and Contract Strategies on major projects and programmes of work.
8. Hold current NEC4 PM Accreditation.
