Apple Recruitment are recruiting for a Head of Estates and Fleet Strategy Development (Band 8B) on behalf of our client, Northern Ireland Ambulance Service (NIAS) based in the Belfast area on a temporary basis.

Main duties and responsibilities:

Strategic Estates

Assist the Programme Director Clinical Response Model (CRM) and Strategic Infrastructure (Fleet & Estates), to:

  1. Develop and implement an Estates Strategy that will deliver an estate that is 'fit for purpose', in line with operational needs.
  2. Ensure compliance with the relevant statutory obligations including health and safety and environmental legislation, in the delivery of facilities and asset management.
  3. Monitor the operation of the Estates function ensuring the provision of appropriate capital projects, major and minor works, reactive and planned maintenance programmes in a cost effective, structured and timely fashion.
  4. Ensure compliance with financial and procurement rules and good governance in the facilities budget and management of contractors.
  5. Develop and manage contracts to achieve high quality, cost effective and value added services.
  6. Work in conjunction with key internal and external stakeholders to ensure the effective and efficient delivery of Estates services.

Facilities Management

Assist the Director of Planning, Performance, Corporate Services and Strategic Infrastructure (Fleet & Estates) as required.

  1. Develop and implement relevant strategies including: ensuring regulatory compliance, managing risk and value for money; and the production of an annual property asset management plan for DoH.
  2. Ensure safe, secure and suitable working environments in buildings which are legislatively compliant.
  3. Enable NIAS to deliver its statutory and regulatory requirements including the delivery of a planned maintenance programme annually that addresses the issues in NIAS' estate.
  4. Ensure appropriate contract and framework management within Facilities, Asset Management and Capital Build to deliver cost effective, high quality and value added services which improve the estate.
  5. Ensure utilities conservation, maximum energy efficiency for the future; and the establishment and implementation of an environmental management system.

Asset Management

  1. Assist the Director of Planning, Performance, Corporate Services and Strategic Infrastructure (Fleet & Estates) as required.
  1. Take the lead on developing a Strategic Assets Management Strategy, which complements NIAS strategic aims and contributes to its corporate business planning process.
  2. Develop and establish suitable policies and procedures relating to facilities and asset management.
  3. Prepare, manage and deliver any required cost improvement plans relating to asset management.
  4. Ensure NIAS interests and use of properties are negotiated including rent reviews, lettings, acquisitions, disposals and environmental management arrangements.
  5. Ensure 6 Facet Operational Condition and Functional Suitability Surveys are regularly carried out with surveyors to establish an accurate and up to date position in relation to property assets.

Capital Projects

  1. Assist the Director of Planning, Performance, Corporate Services and Strategic Infrastructure (Fleet & Estates) as required.
  2. Develop and implement NIAS' capital build strategy and oversee all capital build projects, ensuring that they are effectively planned and managed (in accordance with relevant legislation and guidance), and improve NIAS' estate.
  3. Drive the successful project management of all capital build projects on time and within budget, ensuring contractual responsibilities and obligations are met and results are evaluated against budget and programme targets.
  4. Promote the development of high quality, individualised and customer led services.

1a.) Have a relevant professional qualification and worked for at least 3 years in a senior management role in a major complex organisation with significant responsibilities including Estates Management, Health and Safety, Compliance, Governance, and Corporate Services.

OR

1b.) Have worked for at least 5 years in a senior management role in a major complex organisation with significant responsibilities including Estates Management, Health and Safety, Compliance, Governance, and Corporate Services.

2.) Essential experience:

  • Have worked with a diverse range of stakeholders both internal and external to the organisation to achieve successful strategic outcomes for a minimum of 3 years.
  • Have a minimum of 3 years’ experience and professional knowledge at a senior level across a range of disciplines, including Estates Management, Risk, Health and Safety, Compliance, Governance, and Corporate Services.
  • Have a minimum of 3 years’ experience of working with a statutory and mandatory portfolio and interpreting regional and national policies and compliance systems.
  • Have a minimum of 3 years’ experience of briefing and presenting on complex, sensitive and contentious information to a range of internal and external stakeholders including at Trust Board level.
  • Experience of leading investigations and process reviews at a senior level.

3.) Essential skills:

  • Ability to make judgements based on multiple sources and options to make evidence based decisions.
  • Ability to present and concisely report highly complex/controversial information and communications to a wide range of audiences, with different levels of understanding, in a suitable format and with appropriate explanation.
  • Ability to setting up and implementing internal processes and procedures focusing on compliance and governance.
  • Ability to influence, persuade and motivate others and the ability to present arguments effectively at all levels.
  • Ability to set and monitor standards for service provision and achievement of targets.
  • IT literate to a high standard.
  • Skills for delivering results through managing and negotiating with others and using levers in the absence of direct line responsibility.
  • Highly developed problem solving skills; capable of interpreting and evaluating complex multi-faceted information; ability to summarise complex and strategic information; ability to make judgements and advise the best course of action.

4.) Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post

Further Details:

  • Hourly Rate: £30.16
  • Hours: 37.5 hours per week, Mon – Fri, 9am – 5pm
  • Duration: Up to 4 months (with possibility of extension)
