Temporary Monitoring Officer – Belfast
3 Month Contract
Main purpose of job
Responsible to the Finance and Compliance Officer for the provision of a
comprehensive, efficient, and effective monitoring support service in relation
to financial and administrative aspects of the ESS Programme, including the
collation and analysis of information and the preparation of draft
reports.
Assist the Finance and Compliance Officer in interpreting and managing
information such as producing financial reports, analysing financial data,
reconciling financial data, and monitoring systems audit and verification of
claims processes for ESS Programme funded projects.
Assist the Finance and Compliance Officer in the processing,
preparation, and submission of claims to the funder on a monthly and quarterly
basis as required.
Assist the Finance and Compliance Officer in the receipt and processing
of claims from 11 councils.
Assist the Finance and Compliance Officer in preparing for verification
visits, “on the spot” checks and audit visits relating to the ESS
Programme.
Facilitate the monitoring and evaluation of funded projects, ensuring
accordance with corporate, departmental and unit policies and procedures are
adhered to.
Summary of responsibilities and personal duties
Assist with the development and maintenance of monitoring and evaluation
documentation systems, processes, and procedures for the Programme and
facilitate the capturing of monitoring and evaluation data received from
councils, delivery partners and funded organisations.
Work collaboratively with all local councils to
raise the ambition around the delivery of enterprise support, in support of the
statutory obligations in this area and consistent with commitments as set out
in respective programme plans.
Monitor activities and vouch expenditure of funded projects using the
council’s documentation systems processes and procedures to ensure that
suitable records of information are maintained.
Analyse the monitoring and evaluation data received and compile reports
and briefings on findings to individuals concerned.
Receipt and log grant applications and supporting documentation.
Assist the Finance and Compliance Officer with eligibility checks on
grant applications.
Receipt and log claims and supporting documentation from 11
councils.
Support the Finance and Compliance Officer with the processing of claims
and associated payments to 11 councils and ensure that suitable records of
payment information are maintained on the CRM.
Assist with the preparation monthly/quarterly monitoring returns as
required to the funder.
Assist with ensuring compliance with the ESS Programme administration
procedures, including appraisal, management, and control of finances and to
co-ordinate all activities pertaining to audit checks.
Assist the Finance and Compliance Officer in the provision of support
and advice and reporting to internal and external stakeholders including all 11
councils.

Essential criteria
Qualifications and experience
Applicants must,
- have at least five
GCSEs (Grades A - C) including English, or equivalent qualifications; and
- be able to demonstrate , by providing personal and specific examples, at
least one year’s relevant experience in each of the following areas:
- implementing,
monitoring and evaluating systems to meet the varying business needs of
projects and programmes;
- monitoring progress and
performance of projects or programmes; and
- analysing, monitoring
and evaluating data and compiling reports and briefings to meet the
requirements of internal or external organisations.
Shortlisting criteria
In addition to the above qualifications and experience, Belfast City
Council reserves the right to shortlist only those applicants who, can
demonstrate on the application form by providing personal and specific examples
that they have at least two years’ relevant experience in each of the above
noted areas (a)-(c)
Other Information:
Location: Belfast City Centre
Hourly rate of pay: £15.98 per hour plus accrued holiday pay
Hours: 37 per week 3-month assignment possible extension to contract
