JOB TITLE: Senior Estates Contracts Officer
DEPARTMENT: Regeneration & Growth
CONTRACT: Temporary, 26 weeks with possible extension
KEY PURPOSE OF ROLE: The post holder will be
responsible to the Estates Manager within the Assets Department of the Regeneration
and Growth Directorate and assist in the efficient provision of a comprehensive
range of estates management services for all Council properties and work in
partnership across all Directorates to enable the Council to meet its strategic
objectives.
The post holder will deputise for the Estates Manager and
undertake any delegated functions and assume additional relevant duties
including participation in the interchange of duties to cover annual leave,
sickness absences, which may include working out of hours with due notice.
KEY RESPONSIBILITIES
1.
Manage the Councils Planned Preventative
Maintenance programme.
2.
Ensure contracts are in place for all planned
preventative maintenance servicing requirements.
3.
Manage the contract spend for each contract
alongside the relevant budget holder.
4.
Prepare tender specifications and assist in the
procurement of contractors to fulfil each PPM contract alongside the relevant
budget holder.
5.
Assist the Procurement Department with the
evaluation of tenders and the award of Estates related contracts.
6.
Conduct regular contract management meetings
with contractors to ensure smooth operation of all contracts alongside the
relevant budget holder.
7.
Assist all Council building managers in the
operation of the PPM contracts to maintain Council buildings and their systems.
8.
Maintain a mechanical and electrical assets
register for all Council properties.
9.
Assist the Estates Manager in the updating and
regular review of the Councils Asset Register
10. Maintain
a list of contractor hourly rates, PPM inspection costs and contractor contact
details.

Essential Criteria
Qualifications
1.1 A third level
qualification (e.g. HNC, HND, NVQ Level 4) or equivalent.

The applicant must have a third level
qualification in a relevant field such as, engineering, building surveying,
facilities management.
Experience
1.2 A minimum of three years post qualification experience
in a property management, facilities management or building systems management
position.

Where applicants do not hold the qualifications
as outlined in 1.1 above, they must demonstrate a minimum of six years
experience as outlined in 1.2 above.
General
·
Ability to work unsociable hours on a rota basis
and ability to work additional hours as required
Other Information:
Location: Civic Centre, Lagan Valley Island, Lisburn
Hourly Rate of pay: £20.31 per hour plus accrued
holiday pay
Hours of work: 37.5 per week
Start Date: 2 December 2024 (26 weeks contract, with
possible extension)
