Community Planning Manager
Temporary Contract
Lisburn
KEY PURPOSE
The post holder will manage and co-ordinate the community
planning process across the Council area, and will support Council officers and
elected members, working with key partners across a wide spectrum of services
to deliver and monitor outcomes identified by the Community Planning
Partnership.
DUTIES AND RESPONSIBILITIES
The following duties are typical for this role.
1. Ensure
all statutory duties and deadlines are met as required by legislation, by
working with key partners across the Council area, including, statutory
partners, support partners, private sector partners, as well as the community
and voluntary sectors.
2. Work
co-operatively with central government departments in all areas relating to the
delivery, monitoring and evaluation of the Community Plan and its
implementation.
3. Work
co-operatively with key partners, in order to identify and collate evidence and
data to monitor the impact of the Community Plan.
4. Collaborate
with key partners to ensure Community Planning outcomes are integral to the
work of the Council and each statutory partner agency.
Ensure
compliance with Council policies and procedures and operate within the highest
standards of management and personal behaviour, which reflect the core values
and behaviours of the organisation.
Promote
equality of opportunity and access in service delivery and in the employment of
staff through the mainstreaming of equality within the Council.
Ensure
the provision of high standards of customer care within the community planning
section and promote and manage the section effectively and communicate in a
way, which enhances and promotes the public image and overall reputation of the
Council.
Manage
the staff and work of the section and ensure that it is organised, supervised
and monitored in order to maximise the efficient and effective use of resources
and ensure that uniformity of interpretation of procedures is achieved.
Assist
with the preparation of annual revenue estimates and manage budgetary control,
income achievement and all matter pertaining to the Council’s accounting
manual.
10. Implement
effective systems for participation and engagement with a wide audience to
ensure collective buy-in for the community planning process.
11. Manage
the Age Friendly project to ensure the needs of the aging population of Lisburn
& Castlereagh are appropriately addressed.
12. Represent
the Council and Community Planning on internal and external bodies and working
groups.
13. Undertake
any additional responsibilities as directed by the Head of Service.

is essential that applicants have a minimum of:
QUALIFICATIONS
1.1 – A Degree or equivalent in an appropriate
discipline
AND
EXPERIENCE
1.2 – Three years relevant
middle management* experience in at least 3 of the following areas of
responsibility:

engagement

Planning
-
Place
Shaping
-
Partnership
working with local communities and stakeholders
Where
applicants do not hold the qualifications as outlined in 1.1 above, they must
demonstrate a minimum of six years’ experience as outlined in 1.2 above.
DESIRABLE
1.3
- Three years relevant middle management* experience in at
least 2 of the following areas of responsibility:
-
Previous
experience of undertaking research collating data, analysing information,
identifying issues and making effective recommendations

Demonstrate
experience in using a data system and of using said system to produce reports
-
Report
writing and making informed recommendations-
KNOWLEDGE
·
A
working knowledge of major issues affecting local government and, in particular
the relevant service areas for this post.

licence valid in the UK and access to a car or have access to a form of
transport that enables you to carry out the duties of the post*

Location: Lisburn – Lagan Valley Island
Hours: 37 per week 9.00-5.30
Rate of pay: £25.13 per hour plus accrued holiday pay
Start Date: ASAP to end of March 2025
