Head of Procurement and Logistic Services

Job Background:

The Head of Procurement and Logistic Services is responsible for overseeing the procurement and contract management strategy and associated practice across the Police Service of Northern Ireland. The role holder also has direct ownership for the delivery of a range of high quality, cost-effective, supply and support services. The Head of Procurement and Logistic Services will provide professional advice to the Senior Executive Team and business leads and will implement appropriate governance structures to ensure optimum contract performance and value for money.

Hours of Work: Monday – Friday with a requirement to work outside office hours when necessary to meet the demands of the role. 37 working hours per week (42 hours gross)

Salary: £65,409 - £71,353 (under review)

Main Activities

The main duties and responsibilities associated with the role include the following:

  • Evaluating the effectiveness of the Police Service’s procurement strategy to identify any required modifications to meet service delivery standards and improve overall performance.
  • Maintaining the organisational procurement policy and guidance; completing twice-yearly reviews and issuing updates as required.
  • Providing leadership and oversight for procurement and contract management across the organisation.
  • Managing the Operational Agreement with the Department of Finance Construction & Procurement Delivery and ensuring organisational compliance with the requirements of this agreement.
  • Measuring, analysing, and reporting on procurement performance across the organisation.
  • Undertaking procurement and materials management, including evaluation of all suppliers, and their selection and contractual management.
  • Ensuring the supply of all uniform and associated accoutrements, together with furniture, specialised equipment, and general service needs including postal services.
  • Purchasing, controlling and issuing of firearms, other arms, explosives, pyrotechnics, and ancillary equipment including central storage, distribution, and administration of all PSNI weapons and ammunition.
  • Maintaining the central storage and administration of files and special exhibits for murder archive and serious crime facilities.
  • Acting as senior lead for catering and vending contracting services and maintenance, together with equivalent responsibility for cleaning contracts.
  • Developing the annual Procurement and Logistic Services Business Plan and driving associated performance.
  • Preparing detailed reports and delivering presentations on a regular basis to the Service Investment Board and Audit and Risk Committee in relation to contract performance, emerging tender requirements and overall strategic direction.
  • Developing the skills base of a multi-disciplinary team, particularly with regards to effective contract management.

Stakeholder Engagement

  • Collaboratively working with a broad cross-section of key stakeholders, both internally and externally to develop collaborative and sustainable working relationships that underpin the achievement of strategic procurement objectives.
  • Liaising closely with the Service Executive Team as a subject matter expert in providing advice, insight, and recommendations regarding the procurement strategy.
  • Reporting to external oversight bodies, such as Northern Ireland Policing Board and His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services, on procurement and logistic issues and associated performance of the organisation as a whole.
  • Benchmarking with senior external stakeholders to keep abreast of national procurement and logistic developments, share best practice and network with those responsible for procurement within other organisations.
  • Working collaboratively with senior colleagues to ensure the effective, timely and accurate provision of contract performance data and associated commentary to enable analysis and presentation of insightful and concise briefings.

Budget and Resources

  • The role holder is directly responsible for the Procurement and Logistic Services Branch budget, with an associated programme budget of c£20 million per annum.
  • However, the role holder is also required to exercise full oversight of the organisation’s entire devolved procurement budget of c£150 million per annum and to ensure effective oversight and delivery of the current procurement portfolio.
  • The Head of Procurement and Logistic Services has the responsibility for inspiring and driving the performance of a multidisciplinary team of c50 staff with direct line management of some staff. It should be noted that the staff comprising the branch are both police staff and police officers, with varied specialisms, including industrial personnel, armourers, garment technicians and procurement specialists.
  • The role holder will also lead and provide professional advice to Contract Managers across the organisation in relation to applying procurement standards and ensuring effective practice and performance.

Person Specification

Essential Qualifications

  • A degree or equivalent qualification in a relevant area, for example, logistics, business management or engineering.

Essential Skills and Experience

  • Minimum of three years’ post qualification experience in a senior procurement and logistics role in a complex and challenging, large* organisation. (‘large’ is defined as an organisation with more than 300 employees)
  • Strategy development skills evidenced through leading on an organisational procurement and contract management strategy.
  • Strong negotiating skills and commercial acumen in managing high value and complex contracts.
  • Ability to drive and embed an effective contract management culture that aligns with operational priorities.
  • Track record in delivering key organisational support services, achieving both quality and value for money.
  • Strong analytical skills, with the ability to clearly communicate complex information in written and oral briefings.

Desirable Skills & Qualities

  • Current membership of the Chartered Institute of Procurement and Supply (or other appropriate professional institute).

Desirable Other

  • IT literate specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook).
  • Applicants must have a driving licence and a car available for official business use, or access to a form of transport that will enable you to meet the requirements of the post in full.
