Compliance and Project Officer (Permanent)

£29k-£33k - Belfast

1. Scope

1.1 The Compliance and Project Officer will provide broad Health, Safety and Well being advice and guidance to the organisation by acting as an internal consultant to own the relationship between the Resources Directorate and other departments.

2 Key corporate responsibilities

2.1 To contribute fully, at the appropriate level, to the operations of the relevant Business Unit in order to achieve the objectives of our clients Corporate and Operational Plans.

2.2 To contribute fully, at the appropriate level, within the relevant Business Unit to

The clients:

(i) accountability and performance management framework;

(ii) risk management framework;

(iii) quality management framework; and

(iv) communications management framework.

The post holder will ensure the compliance of self and, where appropriate, others with these frameworks such that they support the achievement of the clients Corporate and Operational objectives.

2.3 To assist the relevant line management, Business Unit Manager, Director and Top Management Team in supporting the functions and responsibilities of the clients and all of its committees.

2.4 To ensure that the client secures value for money from the resources available to it.

2.5 To ensure, as appropriate to the level of the post, that the client operates an effective and transparent system of decision-making which includes a robust challenge function at all levels.

2.6 To contribute fully, as consistent with the scope of this role, to the full range of the Business Unit’s work in relation to business improvement models including ISO, IiP and Customer Excellence, taking ownership, where applicable, for formal documentation, policies, practices, procedures, records, reports and 1


statistical information. The post holder will be required to identify measures and targets to develop meaningful approaches to bench marking consistent with a culture of continuous improvement

2.7 To be responsible for maintaining the client records in accordance with the ISO Overview Procedure and to become familiar with records management practices and the implication of the Freedom of Information (FoI) and Data Protection (DP) Acts.

2.8 To contribute to the effective discharge of the Section 75 duties in line with the clients Equality Scheme.

2.9 To carry out any other duties, falling reasonably within the competence and capability of the post holder, to support the achievement of the clients objectives as directed by line management, Business Unit Managers and Top Management Team.

3. Key accountabilities:

The post-holder will have primary responsibility for the Resources team’s core areas of work as well as a focus on Compliance ie H&S, ISO, Audits and Resources Projects. They will also hold a cross functional role within the Resourcing Directorate. The post-holder will:

3.1 support the transformation agenda in the Resource function to deliver a partnership approach with Business Managers by contributing to the delivery of key targets as defined in the overall People and Estates Strategy;

3.2 drive consistency of approach across the client in relation to Health and Safety by the promotion of a positive health and safety culture across the organisation, identifying trends, reporting, and liaising with colleagues on interventions to minimise risk;

3.3 contribute to the development of new and revised policies in association with the clients staff handbook, ensuring compliance with best practice and current legislation including ISO 45001;

3.4 be the Resources team lead on the ISO and MRM matters, co-ordinating responses and developing action plans and preparing reports for audits and Committees;

3.5 support the Facilities Manager in the development and delivery of Infrastructure Management;

3.6 conduct internal and external audits and monitoring to plan, ensuring that recommendations for improvement are implemented;

3.7 undertake investigations in relation to grievances and disciplinary as required;

3.8 at times of peak demand, support recruitment and selection processes to ensure effective recruitment within legislation requirements;


3.9 support the Head of Resources in the development and implementation of new initiatives and be the lead on the deliver of modernisations projects across the Resources function;

3.10 support the Health & Safety and Environmental People Partner with the promotion of a positive Health & Safety and an environmentally friendly culture across the organisation.

4. Key people management responsibilities

The post is line management role. The post-holder will have responsibility for one member of staff.

The post-holder will:

4.1 manage and develop all staff reporting to the post-holder to ensure efficient delivery;

4.2 have due regard at all times for the personal health and safety for oneself and others within the relevant section, team, Business Unit and organisation in general.

5. Key financial management responsibilities

5.1 The post-holder will support and be accountable to the Facilities Manager for aspects of budgetary control in relation to FM and Health and Safety.

Essential Criteria

One

• Hold or working towards CIPD Level 5

AND/OR

• Hold or working towards NEBOSH qualification

Experience

Two

Two years’ experience of working in a generalist HR environment

Three

Experience of participating and driving Organisational Compliance

e.g. Health and Safety, ISO activities; to ensure adherence to

standards

Four

Experience of providing professional support and guidance to others

to prevent or resolve issues

Five

Experience of auditing procedures and/or policies to include reports

and action plans

Six

Experience of contributing to improving practices and/or

procedures; by supporting the delivery of a modernisation project or

supporting an improvement to business processes

Skills

• Exceptional organisational and interpersonal skills with the ability

Seven

to build strong effective working relationships

• Excellent communication and influencing skills

Other

Access to a form of transport which will allow the post holder to fulfil

the duties of the post

Desirable

• Relevant professional qualification in Health & Safety.

Criteria

• Project Management qualification e.g. PRINCE

Hours of Work:36.25 per week

Salary: The salary for this post will be on the NJC scale points 19 - 25, currently £29,777 - £33,945 per annum
