The Group work as advisers to the organisation to offer a range of people solutions that assist Invest NI to deliver service excellence to its customers.

About the Role

• Reporting to the Head of HR and working closely with the Internal Operations Head of Project Office, the HR Systems Project Leader will be responsible for the People & Culture Systems Project and will report to the P&C Projects Board for:
• Management of the current People & Culture HRIMS project and contract iTrent solution to the end of its contract in December 2025.
• Management of the project to put in place a post December 2025 HRIMS solution to meet Invest NI’s People & Culture technology needs including project management, market research, business case creation and approval, procurement as required, implementation of new processes and solutions and transition to the new solution(s).
•Management of the HR System and Contract to ensure optimum utilisation of HR system thereby enabling the continuous improvement of HR organisational processes

Key Responsibilities

Reporting to the Head of Human Resources:

• Lead and manage a cross functional team of professional HR, Organisation Development and Digital technology specialists to effectively deliver the People & Culture HRIMS and other solutions projects including scoping, procurement, implementation, User Acceptance Testing, contract management and continuous improvement of the HRIMS;
• Run workshops to agree requirements and specifications with both internal stakeholders and solution providers;
• Develop project schedules, identifying key phases and elements and their inter-dependencies;
• Develop and maintain Risk Management plans throughout the project;
• Manage and create project plans, business cases, budgets, and benefit realisation monitoring. Prepare the necessary business cases, plans and economic appraisals to secure approval for the HRIMS;
• Facilitate ongoing organisational continuous improvement activities in this area;
• Define reporting and Analytic needs for People & Culture solutions ensuring that they facilitate data driven decision making;
• Help ensure the security of Invest NI’s electronic information systems supported by the Internal Operations Division ICT team;
• Develop and implement process and procedural improvements. Put processes in place to allow the organisation to ensure best practice in the use of people & culture solutions;
• Lead and be accountable for building and maintaining positive relations with staff and leaders across the organisation and relevant stakeholders, thereby ensuring the effective implementation and ongoing improvements of the HRIMS;
• Ensure documentation on processes is created and maintained; • Champion enhancements proactively identifying opportunities for improvement;
• Support users when they are considering change requests ensuring the overall process and solution is carefully controlled;
• Coordinating and contributing to Refresher/Enhancement Training and training materials;
• Formulate and publish an effective communications strategy;
• Ongoing commitment to ensure data integrity;
• Project Manage upgrades, system replacements, patches and regular release cycles for enhancements;
• Ongoing privacy impact assessments. Helping define the correct security model to reflect changing needs;
• Manage and monitor internal and external user satisfaction.

Personnel Specification

In order to be considered for the role, candidates must be able to demonstrate experience in each of the following essential criteria. Recent has been defined as within the past eight years:
Essential Criteria

1. Working knowledge of project management methodologies demonstrating experience of successful organisational wide project management, including project scoping, writing business cases, documentation, implementation, capture of impact of improvement activity and outcomes;
2. Demonstrable recent experience of scoping, contracting for, implementing and migration of HR solutions which meet organisational requirements;
3. Recent experience of driving continuous improvement and embedding HR systems and processes for HR solutions, with the ability to work with user groups, senior management, technical specialists or suppliers to gather and define requirements. Proven ability to analyse requirements, optimise processes, user experience design and the user journey;
4. An understanding of commercial contract management, with experience of managing supplier SLAs and relationships to develop and deliver effective solutions;
5. Experience of managing relationships with stakeholders and multiple stakeholder groups to understand complex problems and recommend technology enabled options for change, influencing and negotiating with key stakeholders to deliver quantifiable business improvements.

Desirable Criteria
1. Have a minimum of 2 years’ experience in successfully managing projects;
2. Hold a relevant professional qualification such as Prince 2;
3. Recent experience of procuring HR solutions and systems.

Terms, Conditions, Benefits
Salary: The salary range for this position is £42,315 – £45,351 per annum (2023 Pay Scale). The entry point for the successful candidate will be at the minimum of the range.

Holidays: Your annual leave entitlement will be 25 days per annum with an additional 12 Public and Privilege holidays. This rises to 30 days after 5 years’ service. The leave year runs from 1st February to 31st January. Leave entitlement in the period prior to the start of the new leave year is calculated on a pro-rata basis.

Hybrid Working and Hours of Work: Invest NI employees have hybrid working arrangements.
We believe that these arrangements optimise the staff working experience as well as ensuring that we deliver our exceptional service and contribution to building the NI Economy.
The standard working hours are 37 per week, Monday to Friday, and Invest NI operates a flexible working scheme. Further details of this scheme will be made available to you upon joining the organisation. Employees will be required from time to time to work outside normal working hours to fulfil the demands of the role.
