Main purpose of job:
The postholder will be responsible to the Anti-Social Behaviour Officer/Operations Coordinator
and will work as part of a team responsible for the efficient, effective and economic delivery of a
community safety neighbourhood service; including regular enforcement operations to prevent
and reduce antisocial behaviour, on-street drinking and environmental crime.
To carry out all activities in accordance with specified quality, quantity and time targets.
As part of the overall Safer City priority, the postholder will:
- Enforce relevant legislation with a view to reducing incidents of antisocial behaviour, on-street drinking and environmental crime.
- Work in, and with, local neighbourhoods to resolve community safety problems; providing
a visible and accessible presence offering support, guidance and advice.
- Support the Council and the (D) PCSP in the delivery of services aligned with their
strategic and operational priorities.
- Provide prompt resolution to low-level community safety issues such as graffiti, dumping,
on-street drinking
Shift Work includes: 4 week rotational shift pattern whereby every 4th week they get a Friday to Monday off. Weekend enhancement and night time enhancement offered.

Summary of responsibilities and personal duties:
1. To undertake on behalf of the council and the (D)PCSP, alongside relevant stakeholders
and service providers, the full range of duties in connection with the council’s powers in
relation to anti-social behaviour; including:
- Regular walkabouts or patrols in agreed locations to identify problems and enforce
relevant bye-laws or legislation relating to antisocial behaviour. In particular (this list
is not exhaustive): On-street drinking, Littering , Graffiti, Vandalism to council property, Dumping/fly tipping, Dog fouling, Noise.
- Investigation of complaints and gathering of evidence in accordance with council
policy and the Police Criminal Evidence (NI) Order 1989
- Undertaking regular enforcement within neighbourhoods, at key events and at
seasonal periods alongside partner agencies; and in particular the police;
- Issuing of warning notices, fixed penalties as appropriate;
- Attendance at court or other formal hearing to give evidence;
- Participation in covert and non-covert operations as required;
- Providing information or reports as required by council, the (D)PCSP or relevant
multi-agency structures such as ASB fora.
2. To undertake on behalf of the council and the (D)PCSP the full range of duties in
connection with the council’s strategic objective of supporting people and neighbourhoods,
including:
- Receiving and responding promptly to complaints or referrals of ASB from the public,
elected representatives, internal departments or partner organisations;
- Liaising with service providers (such as the council, NIHE, PSNI, DRD) to provide
prompt resolution to problems such as dumping, vandalism, graffiti, fly posting, street
lighting etc;
- Referral of incidents or complaints to statutory or other service providers as
appropriate;
- Inputting incident and response data onto relevant software systems and providing
feedback on progress of complaint/incident resolution as required; including those
incidents referred to other agencies;
- Attending multi-agency, community or neighbourhood events/meetings;
- Delivering allocated community safety interventions e.g. crime prevention schemes,
environmental cleanups, youth diversionary programmes, initiatives for older and
vulnerable people, health improvement projects;
- Working alongside other frontline services such as Parks’ staff, Dog Wardens,
Cleansing staff and out of hours teams to resolve issues or incidents;
- Developing relationships with communities and businesses to encourage
participation and support for local initiatives;
- Providing advice and guidance on community safety matters;
- Undertaking consultation and engagement as required;
- Distributing information to householders and businesses
3. To work in conjunction with local representatives or other partner organisations to identify
solutions to community safety problems.
4. To support the work of existing multi-agency structures, such as DPCSPs, ASB Fora, local
community safety structures, PACT, Tension Monitoring, Youth Engagement Project etc.,
and to attend meetings as necessary.
5. To work closely with elected representatives to resolve local environmental and antisocial
behaviour problems.
6. To undertake initial scene or incident management in line with incident response protocols.
7. To motivate and supervise staff as required.

Essential criteria:
Applicants must, as at the closing date
- possess a full, current driving licence which enables them to drive in Northern Ireland, or,
have access to a form of transport which enables them to meet the requirements of the post
in full
- be able to demonstrate, by providing personal and specific examples on the application
form, that they have at least one year’s relevant work experience in community safety,
community development, community relations, housing, crime reduction or youth work. This
experience must include at least one year’s relevant work experience in at least two of the
three following areas:
i. enforcement;
ii. community engagement; and/or
iii. inter-agency working.
