Hays are partnering with a voluntary organisation to recruit for a Programme Manager. This organisation supports young people’s development through accessible community-based programmes.

Your new role
You will lead in the management and delivery of impactful high-quality programmes in collaboration with internal and external stakeholders. You will ensure that the current and new programmes drive creativity, incorporate innovation and offer positive impacts amongst young people across Northern Ireland.
You will:

  • Oversee the delivery of all programmes, from inception to reporting. This includes managing resources, budget, claims and people to achieve the desired outcome
  • Be responsible for the day-to-day management of all financial and operational matters of the organisation’s current programmes and services
  • Maintain and supervise the organisation’s reporting systems and databases, tracking and regularly updating project finances, data collection and fundraising activities
  • Monitor and support Programme Coordinators in maintaining all relevant paperwork (contracts, policies, permission/consent/GDPR forms) with freelance artists, trainers, community/youth leaders and young people.
  • Work collaboratively with colleagues across the organisation, to ensure that all programmes are delivered as per the charitable vision and mission of the organisation
  • Regularly communicate with all stakeholders, including staff, team members, and management, to ensure everyone is informed and engaged. This will include preparing status reports, conducting meetings.

Operational Management Support

  • Achieve programme delivery targets, including meeting the operational outputs and outcomes
  • Oversee and implement’ programme administration and reporting processes and procedures
  • Track, maintain and monitor programme targets and objectives
  • Work closely with coordinators and freelance facilitators, to ensure all policies and procedures are maintained
  • Ensure that staff follow and maintain procurement policies and procedures
  • Work closely with Programme Coordinators to evaluate the effectiveness and efficiency of projects, supporting them to collect, update, monitor and report progress.
  • Maintain and build positive relations with all programme partners; including youth and community groups, support and government organisations and events and festival organisers
  • To proactively steer new opportunities involving art and technology, sharing the value of the creative sector with public, business and trust/foundation partners, increasing income to support strategic objectives and priorities

Financial Management Support

  • Liaise regularly with staff, facilitators and client-base, to maintain management systems
  • Support and maintain financial management and reporting i.e. income and expenditure management, procurement, annual budgets, annual audits
  • Work closely with Programme Coordinators to ensure that all budget and spend on projects are maintained as per grant conditions regularly and reported in a timely manner
  • Manage all funding and grant claims i.e. preparation and submission of project expenditure claims including verification and vouching of grants and tenders
  • Update income and expenditure on the portal and related Excel spreadsheets
  • Provide financial reports/management accounts for the board
  • Maintain Payroll management on online Sage portal
  • Monthly bank reconciliations, BACS payment preparation and processing

What you'll need to succeed
ESSENTIAL CRITERIA

  • Relevant third level qualification or four years management experience working in the Voluntary/Arts/Third sector, and/or management role within the community/youth sector
  • Three years experience of project management, displaying a thorough understanding of PM techniques and methods, including planning & operations, budget & financial management, key performance indicators, and monitoring & evaluation
  • Experience of managing, motivating and supporting staff /team members
  • Excellent written, presentation and verbal communication skills, with internal and external stakeholders
  • Experience in maintaining accurate project budgets, claims and finance records
  • A full, clean driving license, and own or have access to a car to meet with the travel requirements of the post
  • Ability to motivate & enthuse a range of staff, freelance facilitators and community/youth leaders
  • A commitment to equality, diversity and inclusion

  • Willingness to work in and with all communities across Northern Ireland
  • Understanding of the flexibility needed to deliver overall workplan within a small organisation

DESIRABLE CRITERIA

  • Specialist knowledge of themed arts programmes, activities, events, education with young people/communities.
  • A high level of IT literacy, including Microsoft and project management software and reporting tools
  • Proven ability to maintain financial records through Sage accountancy online software and manage all project claims and financial reporting.

What you'll get in return

  • 12-month fixed term with likelihood for extension (dependant on funding)
  • Salary range £29000-£32000
