Main purpose of job
The
postholder will be a member of the Internal Communications Team within the Marketing
and Corporate Communications Unit. The Internal Communications Team is
responsible for publishing and communicating offline and online with staff.
The postholder will be responsible for writing, editing and publishing news and
information for all our internal communications channels within Belfast City
Council.
The
postholder will be responsible for the filming, editing and the distribution of
video, the management of content on our digital signage screens, and providing
content for our staff intranet.
To
be responsible to the Internal Communications Manager and assist with the
management, monitoring and maintenance and of the council’s digital media
systems and will support the Internal Communications Manager, participating in
the successful delivery of an internal communications strategy for Belfast City
Council.
Be an ambassador for the Belfast City brand
framework.
Contributing
to the successful delivery of a corporate digital marketing strategy to enhance
all aspects of service delivery and provision of information to ratepayers and
stakeholders, in the context of the delivery of the Belfast Agenda and council
activity.
Contributing
to an integrated City and Organisational Strategy Department and as a key
player, working collaboratively with all staff in the marketing and
communications function, to ensure a flexible, integrated approach to
campaigning and contributing to the overall Marketing and Communications
Strategy.
Contributing to a
proactive approach and delivering campaigns that will develop an energy around
the Belfast Brand, Belfast City Council (BCC) and the Belfast Agenda,
showcasing successes and identifying opportunities.
Assisting with the
planning, managing, executing and measuring the success of all activity.
Building working
partnerships with communications professionals and relevant individuals within
the council’s Belfast Agenda plan and city partner organisations.
Summary
of responsibilities and personal duties
1.
To be responsible for writing, editing and publishing news and
information for all internal communications channels within Belfast City
Council.
2.
Working with the Internal Communications Manager, to be responsible for
the production of news stories using a range of digital editing software or
equivalent applications; elements will
include; video and sound recording, graphics production, caption
generating and titling, as well as editing, dubbing and overlaying sound.
3.
To set up and operate the facilities for
media production. This includes lights, props, equipment, scripts and autocue
etc.
4.
Liaise with and support the Marketing and
Corporate Communications Unit in exploring and adopting technologies to deliver
high quality video content.
5.
To assist with the management of the council’s internal large scale
digital signage system on a daily basis. This will include manipulating graphics,
repurposing multimedia content, adding and scheduling content and monitoring
devices.
6.
To be responsible for ensuring that any information displayed on the
digital signage system is clear, accurate and timely, offering a satisfactory
user experience for all daily viewers and other specific monthly video
audiences.
7.
To be responsible for the editing and updating of daily content (and
dealing with related enquiries) on the staff notice board system that is held
on our corporate intranet. This will
also include the production of ezines and electronic newsletters, and adjusting
graphics, repurposing multimedia content as appropriate, in conjunction with the
Internal Communications Team.
8.
To provide statistical data and other performance information on a
monthly basis to enable the team to monitor and evaluate performance and
identify improvement opportunities.
9.
To liaise with internal IT support staff and external suppliers to improve
functionality of digital signage systems and intranet, and work proactively to
resolve technical issues and challenges.
10.
To contribute to the development of existing technologies, for example,
video, voice, digital signage and intranets, and research emerging technologies
and make recommendations for use as appropriate.

Essential criteria
Qualifications
and experience
Applicants must, as at the closing date:

have a third level qualification in a relevant
discipline such as Multimedia
Production, Digital Media Production, Graphic Design, Journalism,
Communications, English, or equivalent
qualification and be able to demonstrate, by providing personal
and specific examples, at least one year's relevant experience in each of the following
three areas:
a)
writing
(in plain English), managing and editing content for publications, digital
signage and online media channels (intranets and, or websites);
b) producing content in
video format using Adobe Flash, Audacity, Final Cut Pro or another digital
editing software package. This must include the following elements: filming, sound-recording,
graphics production, caption generating, titling, editing and dubbing, and
overlaying sound; and
c) using products such as MS Office, Sharepoint, HTML, Photoshop and Dreamweaver or other content management software or
equivalent applications.

personal and specific examples, at least two years' relevant experience in each of the above noted three areas, a) – c).
Other Information:
Location: Belfast City Centre
Temporary Contract from June to end of August 2024 (possible extension
to the contract)
Hours: 37 hrs per week (9.00-5.00pm)
Hourly
Rate of pay: £16.12 per hour plus accrued holiday pay
